This is a Position-Based Test conducted in accordance with CSC Rule 111A.
There are currently three (3) positions in the Land and Natural Resources Division:

About the San Francisco Public Utilities Commission (SFPUC)
Our mission is to provide customers with high quality, efficient and reliable water, power, and sewer services in a manner that is inclusive of environmental and community interests, and sustains the resources entrusted in our care. We are comprised of three essential 24/7 service utilities: Water, Wastewater, and Power. We provide retail drinking water and wastewater services to San Francisco, wholesale water to three Bay Area counties, and green hydroelectric and solar power to San Francisco’s City facilities and properties. Headquartered in San Francisco, we have about 2,300 employees working in seven counties with a combined annual operating budget of over $900 million.
Under general direction, the 0922 Manager I manages staff performing the day-to-day operation of watershed and/or Right of Way (ROW) lands, which could include construction, maintenance and repair of roads, drainage structures, fences, fuel breaks, trails, and mitigation sites; supervises staff responsible for day-to-day patrols and security issues, in coordination with local law enforcement an staff engaged in integrated pest management, maintenance, repair and operational tasks; assists in developing, implementing, and enforcing policies and procedures related to maintenance, planning, and operation of watershed and/or ROW lands, including vegetation management plan (e.g., Rangeland Management Plan, Grazing Unit Management Plan, Urban Forestry Plan, fire hazardous fuel reduction efforts, etc.), public access and recreation, and education programs; participates in budget development, spending control and carrying out the policies, goals and objectives of the organization; works closely with City and County of San Francisco (CCSF) departments, SFPUC’s Water Enterprise Division, and other government agencies to oversee, coordinate and execute work, work orders, and repair and maintenance activities; and serves as project manager for contractual work related to the above. Performs other related duties as assigned.
Working locations and conditions: These positions are located at the Natural Resources and Lands Management Division, Sunol Corporation Yard and Water Department’s Burlingame office. These positions may require working independently on weekends, evenings, and/or in remote locations.
*AREA LAND MANAGER
Essential functions of these positions may include:
- Managing, directing, and supervising urban forestry and watershed management programs and activities for SFPUC administered lands including implementation of all aspects of urban forest management as well as implementation of best management practices for urban watershed management and right of way management with the goal of protecting and enhancing water quality conditions of reservoirs, streams, and runoff in the catchment area;
- Managing, directing and supervising watershed management activities for the SFPUC Peninsula Watershed lands in accordance with the Peninsula Watershed Management Plans goals and objectives;
- Managing, planning, and directing supervision of urban forestry activities including the activities of the arborist crew in carrying out vegetation management, tree planting and landscaping, species selection, site preparation, tree removal, hazardous tree reduction, tree trimming, fire hazard reduction, and forest health and safety assessments and tree care programs;
- Directing the watershed keepers and supervisors in conducting watershed protection including, but not limited to, water quality protection, fire prevention and suppression, law enforcement, security, water operations, watershed maintenance and repair, hazardous materials, erosion control, etc.; and routine watershed maintenance including, not limited to, fire guarding, fire hazard reduction, weed control, general cleanup, litter abatement, erosion control, vegetation management, fence repair, habitat restoration, etc.;
- Managing, planning and coordinating land use planning including watershed management, utility uses, and compatible forms of recreation (where applicable) to meet multiple objectives such as protection of water quality, compliance with open space initiatives, and providing opportunities for public use while protecting sensitive natural resources;
- Managing, planning, and directing work, through Maximo work order system, routine daily Operations and Maintenance activities including construction, maintenance, and repair of: road systems; culverts and drainage structures; gates and fences; water system appurtenances such as ditches, canals, reservoirs, streams, facilities, etc.; roadside vegetation management; fuel breaks; trail systems; etc.;
- Managing and directing the supervision of the Integrated Pest Management Coordinator and program to address exotic invasive and pest management and control projects in a manner that is environmentally sound;
- Advising management and the public on urban forestry and watershed issues; and conducting neighborhood consultation regarding urban forestry matters to resolve disputes;
- Managing, planning, and directing supervision of crews involved in urban forest management activities. Patrolling and inspecting watershed, rights of ways, and urban forest to evaluate the work of crews;
- Coordinating daily operations, urban forest, and watershed management projects with Calfire, City departments and other public and private agencies. Participating as a member of the County Fire Safe Task Force;
- Managing, directing, and performing in-service training for field staff in urban forestry, arboriculture, surveying techniques, tree measurement, silvicultural techniques, logging practices, and environmental considerations;
- Preparing program objective and budget estimates; preparing requests for personnel, supplies and equipment; developing markets for wood utilization.
- Coordinating planned work with staff biologists and regulatory staff to ensure proposed work is done consistent with SFPUC stewardship policy and environmental laws and regulations; and
- Coordinating with GIS specialist in mapping all aspects of planned and performed work for documentation and future analysis needs.
Essential functions of this position include:
- Directing and supervising natural resource management activities on the Alameda Watershed lands including vegetation/fuel management, noxious weed control, infrastructure maintenance and wildlife management (feral pigs, rodents, special status species, etc.);
- Recruiting, supervising and managing a team including a watershed supervisor, watershed workers and an Integrative Pest Management Specialist;
- Managing and monitoring grazing leases including stocking rates, lease value calculations, water development, grazing infrastructure and rent credit improvement plans;
- Developing, updating and implementing Grazing Unit Management Plans and Rangeland Management Plans;
- Acting as SFPUC contact and overseeing/monitoring nursery and quarry tenant operations;
- Serving as a liaison and/or representative of the SFPUC to other governmental agencies, boards, commissions, utility districts, park districts, fire departments, law enforcement agencies, NGOs, etc.;
- Procuring and managing contracts for natural resource management work within the Alameda Watershed;
- Providing informational and educational tours, lectures and meetings regarding NRLMD management policies and practices within the Alameda Watershed to various entities including educational institutions, parks and open space managers, community groups, agriculture groups, etc.; and
- Coordinating and collaborating with county Resource Conservation Districts, the Natural Resource Conservation Service and other experts/entities to perform studies, produce reports and implement projects on resource protection/enhancement, erosion control, residual dry matter, grazing impacts, alternate water developments and vegetation management
2. Four (4) years of experience in the operations and maintenance of rangeland, forest, watershed, and/or ROW lands, and the repair or rehabilitation of their components, including rangeland or forestry, vegetation management, roads, erosion control, fences, culverts, and fire management, which must include 2 years of supervisory experience; AND
3. Possession of a valid class C Driver’s License.
SUBSTITUTION: Additional qualifying experience may be substituted for the degree requirement on a year-for-year basis.

Trades Supervisory Written Examination: (Weight: Minimum 50%)
Candidates will be administered a written multiple-choice examination that includes test items that relate to various supervisory practices and procedures (e.g., directing subordinates, delegating tasks to subordinates, providing customer service, demonstrating appropriate supervisory/leadership behavior, addressing and/or evaluating subordinate issues, behavior and performance, etc.) and well as reading comprehension items.
This is a standardized examination and, therefore, test questions and test answers are not available for public inspection or review.
The score you achieve on this examination shall be valid and 'banked' for three years, starting from the date of the examination. This means that, during this three-year time period, you will not be required to take this test again should you apply and be found eligible for a future announcement for which this particular test is used. Please note this test is used for other supervisory classes therefore your test score may be applied to one or more of these classes if you choose to apply to future recruitments. If the test for this future announcement is held within one year of the date of this examination, your score will be automatically applied to that announcement. However, after one year, you have the option to either (a) apply your test score to the other announcement or (b) re-take the test. Re-testing is permitted no sooner than one year from the date of the examination and only in association with your eligibility for another announcement for which this test is used.
