The captain in the San Francisco Sheriff’s Department is a management position and may be assigned to the following: the Custody Operations Division, the Field Operations Division or the Administration and Programs Division. The captain reports to a chief deputy or above and is responsible and accountable for the overall command and administration of a facility or section, which may operate 24 hours a day and 7 days a week. As a member of command/management level staff, the captain is responsible for implementing department goals and objectives at the facility/section level. The Sheriff’s Captain is responsible for all personnel, equipment and operations assigned to that facility/section and must be responsive to the needs of subordinates and supervisors.
The captain sets expectations, priorities and goals for subordinates, communicates such information and evaluates the work performance of employees, both formally and informally, and facilitates training. The captain conducts inspection of the assigned facility/section for security, physical integrity, cleanliness, health and safety issues and provisions of contracted services; oversees mandated state/local inspections and ensures appropriate readiness, deployment and allocation of all equipment. The captain monitors both the operations and administration of the assigned facility/section and communicates information to a chief deputy or above. Administrative responsibilities include documentation of methodology and data collection.
The captain establishes and maintains communication with individuals from other criminal justice, legal, governmental or private agencies in order to exchange information and coordinate activities. The captain participates in government meetings, community meetings and community events, and oversees and/or responds to and mediates in-house subordinate and inmate complaints and grievances, and performs related duties as required.
The captain assists higher level command staff by reviewing department policies and procedures, completing research and analysis, feasibility studies, and other special projects.
ELIGIBILITY TO PARTICIPATE IN EXAMINATION
This examination is open only to employees of the City & County of San Francisco Sheriff’s Department who have permanent status as a Sheriff’s Lieutenant. Applicants must meet the Minimum Qualifications as of the final filing date.
Qualified applicants will be notified by email of the exact dates, times, and locations of the exam components, which are tentatively scheduled to be administered the week of May 15, 2017.
Two (2) years [4,160 hours] of experience in class 8310 Sheriff’s Lieutenant (PERS) or 8510 Sheriff's Lieutenant (SFERS).

The selection process will consist of three components: 1) a video-based human relations exercise; 2) an in-basket exercise including a writing component; and 3) a performance exercise. Candidates must successfully complete all examination components to receive a final score. A pass-point will be established, and only candidates scoring at or above the minimum passing score will be placed on the eligible list and considered for appointment. In addition, the department may conduct final interviews before making final selections from the eligible list.
A Preparation Guide will be made available approximately 30 days prior to test administration. A description of the test components, including component weights, will be included. The Preparation Guide will also list the job-related task clusters and knowledge and abilities for the job classification. Qualified applicants will be notified via email when the Preparation Guide is made available.
The test will be designed to measure candidates’ relative knowledge and ability in job-related areas. Knowledge gained from the following sources (and the ability to apply that knowledge) may be measured in one or more of the test components. Candidates should be familiar with all Sheriff’s Department policies, manuals and other references listed below. This is a suggested reading list only. Test items may be drawn from the materials listed below, and may also be based on the collective experience of subject matter experts.

The certification rule for the eligible list resulting from this examination will be Rule of Three scores. Placement on the eligible list is not a guarantee of appointment. Additional selection processes may be conducted by the hiring department prior to making final hiring decisions.
