The San Francisco Public Utilities Commission’s (SFPUC) mission is to provide customers with high quality, efficient and reliable water, power, and sewer services in a manner that is inclusive of environmental and community interests, and that sustains the resources entrusted to our care.  We are comprised of three essential 24/7 service utilities: Water, Wastewater and Power.  We provide retail drinking water and wastewater services to San Francisco, wholesale water to three Bay Area counties, and green hydroelectric and solar power to San Francisco's municipal departments.  Headquartered in San Francisco, we have about 2,300 employees working in seven counties with a combined annual operating budget of over $700 million.

 

Position Description

Under general supervision, operates acetylene and electric arc welding equipment in connection with the installation, repair and maintenance of water distribution pipelines and related facilities and perform related duties as required.

 

Essential functions of this class include: operating all types of welding and metal working machinery necessary for the repair and maintenance of all pipelines, pumping stations and water treatment equipment; laying out pipe and constructing pipe specials, such as offsets, bends, sleeves, reducers, tanks and meter batteries; repairing by electric arc welding, acetylene welding, brazing or silver soldering, all types of valves, tools, leak pumps, construction and storage equipment; cutting, fitting and welding pipes; repairing leaks and making templates; manufacturing emergency repair items, such as leak bands, tapping tees, gate rings and common vault cover; making various types of mechanical pipe connections, such as threaded, flanged, flared and compression; constructing and maintaining special truck bodies

 

Nature of work require physical effort and manual dexterity in the use of fingers, limbs and body; requires continuous exposure to working conditions where injuries may be encountered; requires ability to work in inclement weather; may perform emergency repairs as needed, at night, on weekends and holidays; must be able to work in damp enclosed places; work at heights (up to 220 feet) or in confined spaces; climb in and out of ditches; layout and fabricate pipe fillings, manifolds and meter batteries, and lift and carry equipment weighing up to 50 lbs.  Incumbent must be able to drive to worksite. 

Minimum Qualifications

MINIMUM QUALIFICATIONS:

1.     Five (5) years verifiable experience as a welder using oxyacetylene and electric arc welding methods which must include one (1) year experience as a welder on high pressure pipelines; AND

2.     Possession of a Class C Driver's License (submit a copy with the application).

 

Substitution: 

A certificate of completion from a recognized trade school or union welding program in electric arc or oxyacetylene welding may be substituted for one (1) year of welding experience (but not for welding on high-pressure pipelines).  A copy of the certificate or transcript must be submitted by 5:00 pm on Friday, March 18, 2016.

Verification:

All applicants, including employees of the City and County of San Francisco, must verify all qualifying experience. Verification (proof) of qualifying training and experience must be submitted by 5:00 pm on Friday, March 18, 2016.

 

Written verification of qualifying work experience must be documented on the employer's business letterhead and must include the name of the applicant, job title(s), dates of employment, description of job duties performed, and signature of the employer or the employer’s authorized representative.

   

Experience claimed in self-employment will only be accepted if supported by documents verifying income, earnings, business license and experience comparable to minimum qualifications above.  Copies of income tax papers or other documents listing occupation and total earnings must be submitted.

 

City employees will receive credit for the duties of the class to which appointed. Credit for experience obtained outside of the employee's class will be allowed only if recorded in accordance with the provisions of Civil Service Commission Rules.

Selection Procedures

Oral/Performance Examination: (Weight - 100%)

Candidates will be tested to determine their relative knowledge, ability and skill levels in job-related areas which may include but are not limited to: knowledge of the application of various types of welding rods; ability to operate equipment; knowledge of metals; ability to measure, calculate, and layout using standard pipe-trade mathematics; knowledge of welding symbols; knowledge of safety procedures; ability to climb and work from heights up to 220 feet; interpersonal and problem solving skills, written and oral communications.

Candidates who fail to meet the standards of safety during the examination process, will automatically be disqualified and will not be allowed to participate further in the examination.

 

Candidates will be placed on the eligible list in rank order according to their final score.  

 

Candidates scores on this examination may also be applied to other announcements involving other job titles, when directed by the Human Resources Director.

 

Certification Rule:

The certification rule for this recruitment will be Rule of three Scores.  Additional selection processes may be conducted by the hiring department prior to making final hiring decisions.

 

Eligible List:
