The purpose of this supplemental questionnaire is designed to assess your education and/or experience as it/they relate to the knowledge, skills, and abilities linked to this 0932 Manager IV, Contracts and Procurement Manager, a Public Works position. The information you provide on this questionnaire will be used in evaluating whether you possess the education, and/or experience required for this position. The supplemental questionnaire will be used to assess possession of minimum qualifications and to determine candidates’ score on the Supplemental Questionnaire Evaluation. Of interest are the knowledge, skills and abilities you have acquired through the years of experience that relate to the essential functions identified for positions in this class. 1. Describe in detail and provide specific examples of your professional experience in contract administration in a large and/or complex organization that best qualifies you for the Contracts and Procurement Manager at Public Works. Specifically include in your response:

b. A description of the internal and external relationships that you were responsible for maintaining that are most relevant to this position;
c. The number and level of staff that you have managed in your professional experiences that are most relevant to this position.
2. Describe in detail and provide specific examples of experience managing the solicitation, bidding, and awarding of construction contractual services for capital improvement and maintenance work. Include in your response:
a. A detailed description of your experience managing different types of solicitation, bidding, processes, and oversight over the award of contract services that support construction work;
b. A detailed description of the types of contractual procurements you have managed. Please include dollar values and specific procurement methods you have used;
c. A detailed description of all internal and external relationships related to your oversight of contracting work with project managers, contractors, non-profit groups, and other stakeholder groups that you worked with as part of your role;
d. A detailed description of any reports, presentations, committee work, or training you created and presented on construction and professional services contracting as a result of your management experience, including the audience and other important stakeholders.
3. Describe in detail and provide specific examples of your experience in the legal framework, administrative guidelines, and performance evaluation for contracting services supporting construction work. Include in your response:
a. A detailed description of your experience reading and applying laws or regulations that govern construction and professional service contracting;
b. A detailed description of your experience overseeing contracting performance management programs;
c. A detailed description of your experience responding to management, financial, or performance audits.
4. Describe a project or process that you identified and changed that improved operational efficiency and effectiveness of contracting services in your organization. Specifically include in your response:
a. A detailed description of the problem identified and its importance to the organization;
b. Your specific roles, responsibilities, and actions;
c. A description of other staff and stakeholders involved;
d. A detailed description of the process of identifying and implementing change and any measurable outcomes achieved as a result.
