Supplemental Terms and Understanding

All candidates must carefully review and understand the expectation of a Project Manager II in Capital Program and Construction. The following criteria will be included as part of the candidate performance evaluation plan. Your application submittal of the Project Manager II position implies that you have read and verified you have the skills and experiences to meet the expected required duties, expectations and responsibilities.


 

CP&C Project Manager II required duties, expectations and responsibilities:

(1)   Project Management:

Experienced Project Manager is to manage the transportation and/or transit type projects. Experience in managing and supervising multiple projects from the Planning phase to the Construction phase and to ensure the delivery of complicated project scopes within the schedule and budgetary constraints.

(2)   Motivated Leader and Team Building:

Motivated and effective leader who can lead a project team through obstacles, and challenges to successfully deliver the projects.  A team builder who is understanding and willing to form a strong and collaborative team with mutual respect.

(3)   Goal Orientated:

Knowledge and understanding of the schedule constraints and what elements should be included in the project scopes.

(4)   Communicator:

Excellent organizational and communication skills to obtain the critical approvals, managing the budget, procurement and maintain the project schedule.  Additionally, the Project Manager II must be able to communicate effectively with the various teams such as the engineering, and construction teams.  Facilitate and assist project teams to assure the flow of information and communication between project teams, Directors, Deputy Directors, and stakeholders.

(5)   Well Rounded in Multiple Disciplines:

Understanding and applying engineering and/or project management principles, contract laws, budgeting, negotiations, planning, and supervising others. The Project Manager II must have knowledge of the construction business and the ability to work under deadlines in a fast-paced environment.

(6)   Solving Problems and Overcome Challenges:

Guiding and encouraging others to accomplish a common goal, identifying and analyzing problems in order to propose alternative methods to do business. The Project Manager II must be able to set aside personal opinions and emotion and assist the team to come to an agreement on solving problems with mutual comradery.

(7)   Project Coordination:

Coordinate and lead project teams to deliver outstanding capital projects to meet scope, schedule and budget.  Review project scopes with stakeholders to assure the project deliverables meet and/or exceed the client expectations and requirements. Coordinate with Transportation and/or Transit, stakeholders and various community groups to obtain the best project schedule that has the least amount of impact to agency operation and least amount of impact to the community. Lead the project teams to deliver quality contract packages, which include project specifications, and drawings. Coordinate and direct As-Needed consultants and contractors work to assure delivery of the project scopes, schedules and budgets.

(8)   Public Speaker and Representative of Agency:  Experience public speaking. Prepare quality presentations for the agency’s monthly reports.  Attend and represent the agency for required meetings to the Executive Team, stakeholders, community, and the Board of Supervisors.  The Project Manager II will promote the benefit of the various projects, provide the status of the projects, and to identify challenges and solutions of the projects.

(9)   Scheduling Control:

Review the various project schedules and budget to assure and adherence of schedule delivery. Actively tracking and manage project schedules and deliveries from project teams to assure the project is on time. Prepare and execute a schedule recovery plan for projects that are failing to meet the schedule plan. Proactively work on foreseeing schedule opportunities to deliver the various projects ahead of schedule.

(10) Cost Control:

Manage various project costs including project cost estimates, budget, expenditures and forecast.  Review and mange change work orders and claims.  Forecast project costs and manage funding.

(11) Constructability and Feasibility Review:  

Lead and perform Value Engineering and cost saving analysis with the project teams to identify opportunities and resolve challenges.

(12) Conflict Resolution:

Lead project teams to resolve conflicts and differences. To promote collaborative and cooperation among project teams including design criteria, and scope modifications. Assist in facilitating contractors to resolve disputes, conflicts and project claims.

(13) Project Administration:

Initiate, prepare and issue Request for Proposal (RFP), Task Orders, and Proposed Change Orders (PCC), and Design Change Proposal (DCP) with the assistance of project teams. Responsible for reviewing and approving the process project progress billings, change orders and claims.

(14) Contract Administration and Agreement:

Lead, guide and execute Mutual of Understanding (MOU) and Maintenance Agreement between agencies such as BART, Public Works, Public Utilities Commission, Caltrans, Port of San Francisco, Art Commission, Transit, Park and Recreation, and other inter agencies within City and County of San Francisco. Lead presentation and discussion with the funding agencies including MTA, FTA, and Board of Supervisor Offices to arrive at a mutual understanding and agreement on funding use and proposals? Purposes? Lead and execute project closeouts and contract closeouts, including reviewing and the acceptance of contract warrantees, such as As-Built, Operation Manual, etc.

(15) Building a Collaborative Project Team:

Attend and participate project partnering meetings, assist Resident Engineers to promote team building and collaboration with contractors and consultants.

(16) Organize and attend meetings:

Prepare and attend necessary community meetings, Board of Supervisors meetings and District Supervisor briefing regarding the various projects, and or community concerns on the project.

(17) Performs other related duties and responsibilities as assigned:
