APPOINTMENT TYPE:  Temporary - Exempt.  The General Services Agency Department of Public Works has an opening for an exempt appointment in San Francisco.  The position is excluded by the Charter from the competitive civil service examination process.  The successful candidate shall serve at the discretion of the appointing officer for an anticipated duration of up to three years.  Working part-time during academic year may be possible.  This position reports to the Director's Office of Public Works located in City Hall, 1 Dr. Carlton B. Goodlett Place, Room 348, San Francisco, CA 94102.  

JOB DESCRIPTION:    Under general direction of the Performance Unit, the position will help (1) enhance the data-driven decision making capacity of Public Works by maintaining and expanding DPWStat, the Public Works’ performance management program; and (2) strengthen the tracking, communication, and execution of the agency’s Strategic Plan.  Duties for item one include, but are not limited to:  Interviewing stakeholders; documenting business requirements, processes and dashboards; developing and updating dashboards; creating maps; coordinating two monthly DPWStat meetings; supporting timely and accurate data collection from agency staff; identifying and resolving data inconsistencies; analyzing and interpreting data findings, which may include geographic and trend analysis;  researching and refining performance metrics to ensure consistency with business needs; and assisting in other analytical and research projects, data requests, and administrative tasks, as needed.   Duties for item two include, but are not limited to:  Developing and maintaining reports related to the execution of the Strategic Plan and updating the SharePoint-based employee intranet portal.   

Minimum Qualifications

  1. Completion of at least two years of college from an accredited college or university with a major in Business Administration, Public Administration, Public Policy, Planning or a related field.   AND
  2. Possession and maintenance of a valid California Driver’s License.  (A photocopy of the required driver’s license must be submitted with the application or the application will be rejected.)


  • Strong interest in learning and applying ways in which data, analytical tools, and best practices can improve government service delivery.        
  • Knowledge of performance management and metrics; and program evaluation.         
  • Working knowledge of Microsoft Office, including Word, Excel, Power Point, Access and email programs.       
  • Working knowledge and/or interest in learning the following software:  Tableau (for visualizations and dashboards), Microsoft SharePoint (employee portal), ArcGIS (maps) and Visio (workflows).
  • Ability to work both independently and as a team member.        
  • Ability to work flexible hours.   
  • Excellent written and verbal communication skills.

Selection Plan

Conviction History

As part of the selection process an image of your fingerprints will be captured and sent to the California Department of Justice (DOJ) and the Federal Bureau of Investigation (FBI). The resulting report of your conviction history (if any) will be used to determine whether the nature of your conviction (or arrest, in limited circumstances) history will disqualify you as a candidate based on the specific requirements of the position to which you are applying. If selected for fingerprinting, the hiring department will contact you to schedule an appointment.

Candidates applying for positions with the Unified School District and the Community College District may be disqualified from consideration should their conviction history not meet the standards established under the California Education Code.

Candidates applying for positions with the Recreation and Park Department may be disqualified from consideration should their conviction history not meet the standards established under California Public Resources Code 5164.

Disaster Service Workers

All City and County of San Francisco employees are designated Disaster Service Workers through state and local law (California Government Code Section 3100-3109). Employment with the City requires the affirmation of a loyalty oath to this effect. Employees are required to complete all Disaster Service Worker-related training as assigned, and to return to work as ordered in the event of an emergency.
