APPOINTMENT TYPE: Temporary Exempt. This position is excluded by the Charter from the competitive Civil Service examination process and shall serve at the discretion of the Appointing Officer for a period of up to two (2) years.

Through the provision of coordinated, compassionate, and high‐quality services, the Department of Homelessness and Supportive Housing (HSH) strives to make homelessness in San Francisco rare, brief, and one time. The Department provides assistance and support to homeless and at‐risk youth, adults and families to prevent imminent episodes of homelessness and end homelessness for people in San Francisco. Services including outreach, homelessness prevention, emergency shelter, drop‐in centers, transitional housing, supportive housing, short‐term rental subsidies, and support services to help people exit homelessness. What We Do

San Francisco is a pioneer in homeless services and a leader in providing supportive housing as a permanent exit from homelessness. The Department of Homelessness and Supportive Housing seeks to be a national leader in the movement to end homelessness by developing a coordinated, client-focused system of services, piloting innovative models, and implementing proven solutions with measurable results. Major programs include: street outreach and service connection through the Homeless Outreach Team; 1,500-bed shelter system for single adults and families including shelters for members of the LGBT community and survivors of domestic violence; Navigation Centers that provide temporary shelter to chronically homeless individuals using a low-threshold entry model; rapid rehousing rental subsidies for families, single adults, seniors and transitional aged youth; the Homeward Bound program which has helped 10,000 individuals return to stable housing in their city of origin; and robust supportive housing programs of nearly 6,500 units which provide permanent housing and services to formerly homeless individuals and families.

 

What We’re Looking For

Reporting to the Director of HSH, the Director of Strategic Initiatives is responsible for coordinating efforts to implement the department’s strategic framework. The Director of Strategic Initiatives provides project management for key organizational initiatives that support HSH’s vision, mission and goals.

 

This position is funded with support from Tipping Point Community, and will be a “Tipping Point Community Fellow” and will serve for a maximum of two years. Tipping Point funds and partners with groups working to educate, employ, house and support those in need. This funding comes from a new initiative focused on ending and preventing chronic homelessness in San Francisco.

 

Other essential duties include, but are not limited to:

  • Finalize the implementation plan for the strategic framework and develop timelines and scopes of work for various teams.
  • Advance new initiatives, such as coordinated entry, a flexible subsidy pool, navigation centers, and other programs that support HSH’s strategic plan.
  • Lead selected special projects that require cross-departmental engagement with key staff across the department, and with external stakeholders, as appropriate.
  • Develop scopes of work and project plans, monitor and evaluate progress, coordinate activities and tasks, and direct the activities of project team members.
  • Work on both systems and culture change needed to bring the new department together and achieve the goals outlined in the strategic framework.
  • Monitor departmental goals, work plans, and work measures. Identify barriers to success and develop solutions.
  • Work closely with consultants and funders involved in the development and implementation of the strategic framework and coordinated efforts as appropriate.
  • Understand and help implement Tipping Point Investment Strategy.
  • Maintain relationship with Tipping Point Community staff through regular meetings (at least twice a month).

Minimum Qualifications

Possession of a graduate degree (Master's degree or higher) from an accredited college or university, and five (5) years full-time equivalent experience performing qualifying project management work as described below; OR

 

Possession of a graduate degree (Master's degree or higher) from an accredited college or university with major college coursework in Social Work, Public Administration, Public Health, or other closely related field, and four (4) years full-time equivalent experience performing qualifying project management work as described below; OR

 

Possession of a baccalaureate degree from an accredited college or university, and six (6) years full-time equivalent experience performing qualifying project management work as described below.

 

Qualifying project management work experience must be in one or more of the following functional areas: complex program analysis, development and administration; complex program evaluation and planning; or other functional areas where the primary focus of the job is complex professional-level analysis for evaluation, recommendation, development and implementation of major programs and functions of department/organization.

 

Desirable Qualifications:

  • Knowledge of, or prior experience with, programs and funding streams for homeless services.
  • Knowledge of HMIS systems and the principles of coordinated entry.
  • Proven track-record with the planning, implementation and analysis of programs designed to address homelessness.
  • At least eight years experiencing working on issues related to homelessness.
  • High level of proficiency with Microsoft Office.
