APPOINTMENT TYPE: Permanent-Exempt. The General Services Agency Department of Public Works has openings for exempt appointment in San Francisco. The positions are excluded by the Charter from competitive civil service examination process. The successful candidate shall serve at the discretion of the appointing officer. These positions have an anticipated duration of up to three (3) years.

 

JOB DESCRIPTION:  Under general direction, essential functions of the Assistant Engineer include: performing engineering work of intermediate difficulty in the field and office following established engineering methods and procedures; applying engineering principles and practices to mechanical engineering projects; preparing and/or assisting in the preparation of engineering designs, drawings and sketches using AutoCAD and other software tools; conducting field investigation and gathering, preparing and maintaining data, records and reports; preparing cost and quantity estimates for necessary labor, materials and equipment associated with the design and installation of mechanical systems, namely pumping, piping and  process systems in wastewater treatment facilities; providing engineering support to operations and construction management staff; reviewing existing conditions, shop submittals and performing technical engineering studies; conducting energy load analysis manually and using software programs; analyzing and resolving problems to ensure compliance with regulatory and performance standards and specifications; preparing technical engineering reports, contract specifications, project schedules and other documentations; preparing bid documents; assisting professional engineers in tasks requiring advanced engineering skills and/or judgment; making contact with the public, contractors, and others on engineering matters; providing  written and oral responses to a variety of inquiries from other agencies, contractors, and the general public; reviewing and analyzing bids; conducting meetings and making presentations and performing other related duties as required. The work frequently requires interpretation of regulations, laws, policies, procedures, guidelines and standards, and utilizing them in preparation of technical documents. Assistant engineers on occasion may exercise limited supervision of junior engineers, student engineering trainees and other related personnel.

 

The Assistant Engineer position requires knowledge of: principles, practices, and methods of engineering design, construction, maintenance, and repair methods and procedures; research techniques, report writing and statistical analysis.  The Assistant Engineer shall possess the ability to: use engineering software programs; maintain an effective working relationship with a variety of people; communicate effectively orally and in writing; and understand, explain, and apply pertinent laws, regulations, codes, and ordinances.

 

MINIMUM QUALIFICATIONS:

1.       Possession of a valid Engineer-in-Training Certificate (issued by the California Board of Professional Engineers; AND, Either,

2.       One (1) year of verifiable professional City and County of San Francisco experience in Class 5201 Junior Engineer in Civil, Mechanical, Electrical, Sanitary or Transportation; OR

3.       Two (2) years of verifiable professional engineering work at a level equivalent to the City's Class 5201 Junior Engineer in Civil, Mechanical, Electrical, Sanitary or Transportation., OR

4.       4. Two (2) years of verifiable professional engineering work at a level equivalent to the City's Class 5366 Engineering Associate II.

 

Desirable Qualifications:

Possession of design experience in pumping and piping systems for wastewater pumping facilities and treatment processes.

City employees relying upon qualifying work experience gained outside the City and County of San Francisco must submit written verification of such experience as described above.  Self employment requires evidence of total earnings (copies of income tax returns or other official documents), occupation and duties performed which demonstrate that the applicant meets the qualification requirements.  Verification may be waived if impossible to obtain.  The applicant MUST submit a signed statement with the application explaining why verification cannot be obtained.  Waiver requests will be considered on a case by case basis.  Failure to submit the required verification or request for waiver with the application may reault in rejection of the application.

SELECTION PROCEDURE:

Conviction History

As part of the selection process an image of your fingerprints will be captured and sent to the California Department of Justice (DOJ) and the Federal Bureau of Investigation (FBI). The resulting report of your conviction history (if any) will be used to determine whether the nature of your conviction (or arrest, in limited circumstances) history will disqualify you as a candidate based on the specific requirements of the position to which you are applying. If selected for fingerprinting, the hiring department will contact you to schedule an appointment.

Disaster Service Workers

Employment with the City requires the affirmation of a loyalty oath to this effect. Employees are required to complete all Disaster Service Worker-related training as assigned, and to return to work as ordered in the event of an emergency.
