1844 Senior Program Officer, Community Investments

Reports to:  Director of Community Investments

 

Position Description

Under direction from the Director of Community Investments, the Senior Program Officer will support the Director in managing a wide range of programmatic activities while holding the responsibility of oversight and management of the grants program team.

This position requires a background that exemplifies knowledge and experience in grantmaking from an equity lens. More specifically, the Senior Program Officer should be experienced in public grantmaking, team development and management, non-profit management and the arts sector.

 

RESPONSIBILITIES

·         Provide effective leadership for a six person team, including: training and staff development, assigning and directing work and appraising performance. The Senior Program Officer will work closely with staff, taking every opportunity to coach and mentor as they work through intricate grant development and implementation and progress towards program goals. In addition, this role will emphasize the importance of engaging in effective and respectful team work. 

§  Supervise Community Investments staff and contractors as needed. 

§  Review staff schedules including time-off and professional development requests, and approve timesheets.

§  Conduct annual performance evaluations for grant program staff. 

§  Maintain knowledge of promising practices and trends in arts grant-making, field assessments and policy within a wide range of constituency and stakeholders. Incorporate findings and data analysis to develop relevant grant programs as funding becomes available.

§  In collaboration with Director of Community Investments and the Senior Policy Analyst, develop and oversee evaluation plans for programs and grantees and data collection

§  Provide leadership in grant-making strategy, cultural equity and community arts investments to the field.

§  In partnership with the SFAC executive leadership and the Community Investments team, develops and evaluates new and existing grant categories including guidelines and procedures.

§  Leads the Community Investments team to ensure cultural competence, equity and knowledge of diverse models and constituency in the panel process including panelist composition; panel facilitation; applicant procedures and policies. 

§  In cooperation with the Grants Compliance Officer, and on occasion, the Director of Public & Private Partnerships, maintain accountability for due diligence on all grants within the agencies portfolio, including incoming grants from external departments and agencies. 

§  Respond to appeals, questions and concerns to grant recommendations.

§  Work with the Director of Community Investments to make informed funding allocation recommendations based upon cash flow projections, year-to-date, cost-center analyses, quarterly year-to-date and budget revisions.

§  Ensure legal and administrative compliance  is adhered to

§  Ensure timely staff responses to Sunshine Requests, Civil Grand Jury summons, etc.

§   Participate as required in SFAC Commission meetings. Report monthly to Community Investment committee.

§  Participate and contribute to the overall agency strategic plan goals as well as ongoing planning and evaluation. 

§  Attend monthly full staff meetings, quarterly supervisor meetings and coordinate with the Community Investment Director on monthly team meetings.

§  Participate in Agency initiatives and projects as directed.

 

Additional responsibilities will or may include:

 

§  Represent the Community Investment program at local, regional and national conferences and convening’s including: Grantmakers in the Arts, Americans for the Arts, etc.

§  Participate in special funder initiatives and partnerships that will strengthen the arts and culture fields

§  Design workshops and presentations related to SFAC grant-making (e.g. cultural equity investing, neighborhood arts) for presentations at conferences and convening’s

§  Organize and support funder and field forums        

§  Design and facilitate professional development and capacity building opportunities for SFAC grantees

Minimum Qualifications

1. Possession of a Baccalaureate Degree from an accredited college or university with major coursework in public or business administration, accounting, finance, economics, social sciences, education or related fields, or other subject areas closely related to a specific departmental program or function; AND

 

2. Three (3) years full-time equivalent experience performing professional-level management and/or administrative duties in functional areas such as: program/office/operations management, budget development and/or administration, development and administration of contractual agreements and/or grants, or other closely related functional areas;

 

Substitution: Applicants may substitute up to 2 years of the required education with additional qualifying experience in program/office/operations management, budget development and/or administration, or contract/grant administration. One year (2000 hours) of additional qualifying experience will be considered equivalent to 30 semester units/45 quarter units.

 

Desirable Qualifications:

4+ years’ experience in Grants Management including budget development and financial oversight experience, preferably in a government setting;
Strong management experience, including directly supervising staff and leading a team;
Experience working with diverse communities and embracing a deep commitment to the values of equity;
Excellent interpersonal skills, with an open and collaborative work style and commitment to get the job done;
Excellent communication skills, both verbal and written;
Demonstrated commitment to high professional ethical standards;
Excellent computer skills;
High comfort level working in a diverse environment.

Selection Plan

Disaster Service Workers

All City and County of San Francisco employees are designated Disaster Service Workers through state and local law (California Government Code Section 3100-3109). Employment with the City requires the affirmation of a loyalty oath to this effect. Employees are required to complete all Disaster Service Worker-related training as assigned, and to return to work as ordered in the event of an emergency.
