SFAC Director of Community Investments Job Responsibilities:

The Director of Community Investments oversees the SFAC’s grantmaking portfolio, community capacity building efforts and the Street Artists Licensing Program. The Director will guide SFAC Community Investments through its next stage of development to advance a vision articulated in the SFAC’s current 5-year strategic plan. 

 

The Director of Community Investments oversees an approximately $8M grants portfolio, including multiple funding categories supporting city-owned neighborhood cultural centers, individual artists, small and mid-size nonprofit arts organizations, arts education initiatives and special projects. The Director oversees both the Cultural Equity Endowment Fund and Cultural Centers Fund and will work closely with the Director of Cultural Affairs to ensure a vibrant and equitable arts ecology in San Francisco.

 

Other responsibilities include:

·         Oversee a nationally-recognized public sector arts grantmaking program that embraces promising practices including an open and transparent panel review process, a commitment to racial and cultural equity, and data-driven accountability for public funds.

·         Represent the Arts Commission in various public and private partnerships including participation in interdepartmental City working groups, peer grantmaker collaborations and/or community-driven partnerships.

·         Represent the Community Investments program to Arts Commissioners, the SF Board of Supervisors, the Mayor’s Office and community stakeholders.

·         Implement the modernization of the Street Artists Licensing program, including improving the efficiency and effectiveness of administrative processes.

·         Direct and monitor all programmatic budgets, contracts and expenditures in compliance with City policies and procedures.

·         Lead the implementation of strategic initiatives focused on affordability and equity, including cultural capital acquisition; professional development and technical assistance for individual artists and arts nonprofits; and capacity building.

·         Work with the Arts Commission’s Capital Analyst and peer City departments to ensure community access to affordable cultural space and housing.

·         Negotiate agreements with private developers interested in contributing to the Public Art Trust and work with the Mayor’s Office of Economic and Workforce Development to negotiate developer agreements that include arts community benefits.

·         Directly supervise a Senior Program Officer, Street Artist Program Manager, Program Associate and contractors as needed.

 

 

Desirable Skills and Qualifications:

  • Minimum five to seven years of leadership experience working in philanthropy, public policy and/or nonprofit management, as well as a minimum of three to five years leading a team and managing personnel.
  • A substantive background in arts and culture, including experience working with the arts and culture sector and/or working with professional artists, as well as a substantive understanding of San Francisco’s arts and culture ecosystem.
  • Extensive experience working with communities of color and experience applying a racial equity analysis to one’s work; demonstrated experience developing solutions that address institutional and structural bias. The ability to speak more than one language is preferred.
  • Demonstrated experience working with city, municipal, state, and national public policy leaders; the private sector; nonprofit advocates; and other community stakeholders. Familiarity with advocacy, public policy and political processes such as the annual City budget process.
  • Excellent strategic and intellectual abilities coupled with pragmatism and a roll-up-one’s-sleeves attitude. Excellent written and oral communication skills.
  • Strong project, time, and budget management skills; an ability to thrive working under deadlines and handling multiple tasks without sacrificing attention to detail.
  • Exceptional qualitative and quantitative analytic skills. Experience using both objective data and informed opinions to evaluate the impact of an organization’s work. Experience in assessing nonprofits’ health through analyzing financial statements, evaluating the feasibility and strategic value of proposed programs and activities, and assessing management, leadership, and organizational capacity.
  • Experience building strong, positive, collaborative relationships with diverse constituencies. The ability to listen to new ideas, encourage open dialogue, and inspire people to work towards common goals.
  • Capacity to balance prior knowledge and experience in arts and culture with an objective open-mindedness about new solutions.
  • Experience negotiating agreements and managing contracts, preferably in or with the public sector. Experience with real estate, capital planning, and/or affordable housing development. Familiarity with economic development policies and community benefit agreements.
  • Commitment to the SFAC’s mission, vision and values.

Minimum Qualifications

1. Possession of a graduate degree (Master's degree or higher) from an accredited college or university, and five (5) years full-time equivalent experience performing professional-level analytical work as described in Note A; OR

2. Possession of a graduate degree (Master's degree or higher) from an accredited college or university with major college coursework as described in Note B, and four (4) years full-time equivalent experience performing professional-level analytical work as described in Note A; OR

3. Possession of a baccalaureate degree from an accredited college or university, and six (6) years full-time equivalent experience performing professional-level analytical work as described in Note A; OR

4. Possession of a baccalaureate degree from an accredited college or university with major college coursework as described in Note B, and five (5) years full-time-equivalent experience performing professional-level analytical work as described in Note A;

 SUBSTITUTION: Applicants may substitute up to 2 years of the required education with additional qualifying experience in budget analysis, financial analysis and reporting, legislative/policy analysis, or contract/grant administration. One year (2000 hours) of additional qualifying experience will be considered equivalent to 30 semester units/45 quarter units.

Notes on Qualifying Experience and Education:

A. Qualifying professional-level analytical experience must be in one or more of the following functional areas: complex budget analysis, development and administration; complex financial/fiscal analysis and reporting; development of complex contracting systems and administration of competitive bid processes and complex contractual agreements; development and evaluation of complex management/administrative policy; complex grant administration and monitoring; complex program evaluation and planning; complex legislative analysis; complex economic analysis; or other functional areas related to the duties of positions in Class 1824, where the primary focus of the job is complex professional-level analysis for evaluation, recommendation, development and implementation of major programs and functions of department/organization. Analytical experience equivalent to the duties of Class 1823 is considered qualifying.

B. Coursework applicable to a baccalaureate or higher degree in specialized subject matter areas such as public or business administration, management, business law, contract law, public policy, urban studies, economics, statistical analysis, finance, accounting or other fields of study closely related to the essential functions of positions in Class 1824.

Conviction History

As a finalist for a job, you will be fingerprinted, and your fingerprints will be sent to the California Department of Justice (DOJ) and the Federal Bureau of Investigation (FBI). Disaster Service Workers
