This is a Position-Based Test conducted in accordance with Civil Service Rule 111A.

The current position(s) is located at the Department of Public Health (DPH).  The eligible list resulting from this examination may be utilized for future positions in this class in other City departments.


Under the direction of the Human Resources Operations Manager, the Senior Personnel Analyst in the Operations Division for the Department of Public Health performs advanced level professional and technical personnel work in the areas of recruitment, examinations, classification and salary administration.  Essential duties include: advises departmental managers/supervisors, employee organization representatives and employees on human resources related issues; interprets and administers provisions of various collective bargaining agreements; participates as a member of hospital committees; conducts salary surveys; coordinates performance appraisal program; prepares reports, memoranda, records, and correspondence; supervises/trains professional and technical staff;  participates in the preparation and planning for various accreditation-related surveys; manages, monitors and approves various leaves of absence; administers, evaluates, and monitors/tracks requests for salary adjustments; ensures manager/supervisor compliance with merit system principles and employment laws in recruitment and selection procedures; conducts new employee orientations; and manages and monitors special projects.  The Senior Personnel Analyst also performs related duties as required.


The position(s) may be required to work at various Department of Public Health locations including San Francisco General Hospital and Trauma Center, Laguna Honda Hospital and Rehabilitation Center and Central Office Administration (101 Grove Street).  


San Francisco General Hospital and Trauma Center is a large acute care teaching hospital which provides a Level I Trauma Center for the City and County of San Francisco and offers a comprehensive range of inpatient, ambulatory, skilled nursing, rehabilitative and community oriented programs and is affiliated with the University of California - San Francisco. Laguna Honda Hospital and Rehabilitation Center is a long-term care facility providing skilled nursing, intensive rehabilitation, acute medical, AIDS/HIV, dementia care, and hospice care.  Central Office Administration involves working with Community Behavioral Health Services, which is a specialty mental health and substance abuse treatment and preventive healthcare system; and Community Oriented Primary Care (COPC) Centers - Primary Care Behavioral Health (PCBH) program, which is a synthesis of primary care, community medicine, and public health. 


The Department of Public Health serves the culturally diverse, safety net and underserved population of San Francisco.  Most locations are open on twenty-four (24) hours, seven (7) days per week basis.  The basic work week is a dayshift, 5-day week of 40 hours.  However, the position may occasionally be required to work evenings, nights, weekends and/or holidays. 

Minimum Qualifications

  1. Possession of a baccalaureate degree from an accredited college or university;  AND
  2. Three (3) years of verifiable professional personnel experience equivalent to the level of City and County of San Francisco class 1241 Personnel Analyst.

Substitution of Education:  Additional qualifying work experience as a professional personnel analyst may be substituted for up to two years of the required education on a year-for-year basis (30 semester/ 45 quarter units equals one year).

Selection Procedures

Written Core Examination (Weight 100%)Candidates deemed eligible and admitted to the examination process will be administered a written multiple-choice test designed to measure knowledge, skills and/or abilities in job-related areas which may include but not be limited to:

  • Ability to analyze and evaluate data and information including the ability to exercise good judgment when evaluating information/data.
  •  Ability to read, comprehend, interpret and/or apply written information, rules, procedures, regulations, etc.
  • Basic knowledge of, and the ability to apply policies, rules, and laws relating to recruitment and hiring processes, Civil Rights Act Title VII, EEO laws, and ADA.
  • Basic knowledge of, and the ability to apply principles, techniques, procedures and practices relating to job analyses, position classification, valid selection procedures and research, including the ability to perform mathematical calculations associated with these activities.

Candidates must achieve a passing score on the Written Core Examination in order to be ranked and placed on the eligible list.

The hiring department may administer additional position-specific selection procedures to make final hiring decisions. 

Disaster Service Workers

All City and County of San Francisco employees are designated Disaster Service Workers through state and local law (California Government Code Section 3100-3109). Employment with the City requires the affirmation of a loyalty oath to this effect. Employees are required to complete all Disaster Service Worker-related training as assigned, and to return to work as ordered in the event of an emergency.


CERTIFICATION RULE: The certification rule for the ranked eligible lists resulting from this examination will be Rule of Ten (10) Scores.




The eligible list resulting from this examination is subject to change after adoption (e.g., as a result of appeals), as directed by the Human Resources Director or the Civil Service Commission.


The duration of the eligible list resulting from this examination process will be 6 months, and may be extended with the approval of the Human Resources Director.


Per Civil Service Rule 111A.26.5, the Human Resources Director may approve the use of the eligible list resulting from this examination for Permanent Civil Service appointments to other positions in the same or similar classes in any department.
