POSITION INFORMATION

Placer County Human Resources Department currently has a vacancy for a Personnel Services Manager in the Human Resource Services Division located in Auburn, California. This position will be responsible for administering, managing, and providing high-level support to the program areas of classification, compensation, recruitment, selection, organizational development, performance management and discipline.

DEFINITION

To plan, organize, direct, manage, and administer a major division within the Personnel Department; to plan, direct, and supervise the work of assigned staff; to serve as the subject matter expert on classification, compensation, payroll, recruitment, selection, affirmative action/equal employment, Civil Service codes and regulations, employee benefits, retirement, and other related subjects; to establish and implement division’s objectives and performance standards; to participate as an effective and positive member of the department’s Management Team and as such, participate in strategic planning, policy development and legislative analysis; and to represent the County in both external and internal contacts.

DISTINGUISHING CHARACTERISTICS

This classification functions at the manager level and as such recognizes a position that exercises full line and functional management responsibility for employees within a division and assumes substantive and significant responsibility in Personnel Services Administration.

SUPERVISION RECEIVED AND EXERCISED

Receives general direction from the Assistant Personnel Director.

Exercises direct supervision over supervisory, professional, technical, and clerical personnel.

EXAMPLES OF ESSENTIAL DUTIES

Duties may include, but are not limited to, the following:

  • Direct, manage, monitor, and evaluate the programmatic administration and operations of the County’s recruitment and selection policies, processes, and procedures; monitor the application of said processes and procedures to ensure compliance with all applicable laws, guidelines, and regulations; update recruitment plans as necessary. 
  • Direct, manage, monitor, and evaluate the programmatic administration and operations of the County’s classification and compensation policies, processes, and procedures; monitor the application of said processes and procedures to ensure compliance with all applicable laws, guidelines, and regulations; act as liaison and primary resource to payroll process and system. 
  • Design, manage, coordinate, and monitor the larger classification/compensation studies conducted on a County-wide basis; plan, oversee and review the conduct of job analyses and development of recommendations for position allocations; direct salary and total compensation surveys and resultant salary recommendations.
  • Evaluate, analyze, and develop recommendations for or changes to the examination procedures, training and experience ratings, supplemental questionnaires, tests, interview panel usage, interview questions and other selection tools.Participate as a cooperative and positive member of the departmental Management Team; participate in strategic planning, legislative review and analysis, and policy development. 
  • Manage, direct, evaluate, monitor, and support the Personnel Services Teams comprised of professional, technical, and clerical staff supporting assigned departments throughout the County organization; act as a resource to staff, advise staff on the more complex issues; provide direction, guidance, and leadership to staff; prepare performance evaluations. 
  • Plan, develop, implement, and direct the County’s employee benefits and personnel services’ activities and strategies to support the overall Personnel Department’s and County’s goals, objectives, and philosophy; assign work activities, and projects; monitor timelines; review and evaluate work products, methods, and procedures. 
  • Coordinate Personnel Services Division or Employee Benefits Division activities with other Personnel divisions/functions, County departments, outside agencies, and the community as applicable to ensure the efficient and effective administration of personnel services throughout the organization. 
  • Determine the County’s needs with regard to personnel services and employees benefits; conduct employee and organizational surveys; oversee and participate in the collection, analysis, and presentation of survey data; make recommendations based on survey data. 
  • Coordinate, manage, and oversee the administration of the personnel services or employee benefit programs; design, implement and monitor the administration and operational processes; identify opportunities for improvement in the current policies, procedures, and systems; develop recommendations for changes recognizing the implications of recommendations; implement modifications to the program, policies, and/or procedures as appropriate.  
  • Participate in the development and administration of the County’s Personnel Services or Employee Benefits Division budget; forecast funding needs, staffing, equipment, materials and supplies; monitor approved expenditures; implement mid-year adjustments to expenditures. 
  • Recommend the appointment of personnel; provide or coordinate staff training; conduct performance evaluations; recommend discipline; implement discipline procedures as directed; maintain discipline and high standards necessary for the efficient and professional operation of the employee benefits division.  
  • Build and maintain positive working relationships with co-workers, other County employees and managers, and the community utilizing accepted principles of effective customer service.
  • Direct and manage the work of consultants; assist in the preparation of requests for proposals, review bids, interview and select consultants; manage workflow, set expectations and priorities, and monitor outcomes; negotiate contracts.
  • Maintain awareness of and participation in the external professional environment and resources to ensure the highest level of professional standards are applied to service delivery within the County’s Personnel Department. 
  • Represent the County of Placer and its Personnel Department to the public and to other agencies in a positive and productive manner.  
  • Serve as a positive and motivational team leader as well as a positive and effective member of a peer group. 
  • Perform related duties as required.

MINIMUM QUALIFICATIONS

It is the responsibility of applicants to identify in their application materials how they meet the minimum qualifications listed below.

Experience: Five years of increasingly responsible experience in personnel administration, including two years of supervisory/management responsibility in designated area(s) to include employee benefits, recruitment and selection, payroll, classification and compensation and/or compliance/grievance response.

Training:
Equivalent to a Bachelor’s degree from an accredited college or university with major course work in personnel administration, labor relations, public administration or a related field. 

License or Certificate: May need to possess a valid California driver's license as required by the position.  Proof of adequate vehicle insurance and medical clearance may also be required.

KNOWLEDGE, SKILLS, AND ABILITIES

Knowledge of:

  • Principles and practices of public personnel administration, employee relations, recruitment/selection, classification/compensation, employee benefits administration, deferred compensation systems, leave management administration, public retirement systems and/or equal opportunity employment/affirmative action.

  • Modern office procedures, methods and computer equipment and related spreadsheet and word processing applications.
  • Standard and accepted usage of the English language including spelling, punctuation, and grammar.

  • Principles and practices of general and statistical research, analysis and presentation.
  • Principles and practices of supervision, training, and personnel management.
  • Basic principles and practices of governmental accounting, budget preparation, and administration.

Ability to:

  • Plan, direct, motivate and supervise assigned professional, technical and clerical staff.

  • On a continuous basis, know and understand all aspects of assigned job; intermittently analyze work papers, reports and special projects; explain and interpret policies and programs; know laws, regulations and codes; observe performance and evaluate staff; problem solve divisional issues. 
  • On a continuous basis, sit at desk and in meetings for long periods of time.  Intermittently twist to reach equipment surrounding desk; perform simple grasping and fine manipulation; use telephone and communicate through written means, lift light weights.
  • Perform the most complex work within the assigned division.
  • Analyze problems, identify alternative solutions, project consequences of proposed actions and implement recommendations in support of goals.
  • Develop and implement department policies and procedures.
  • Independently interpret and apply pertinent local, state and federal laws, guidelines, and regulations.
  • Collect and evaluate data, define and select alternatives, draw conclusions, formulate recommendations and project consequences of recommendations.
  • Read, analyze, evaluate and summarize written materials and statistical data.
  • Conduct internal compliance and/or discrimination investigations; make recommendations for corrective action if necessary.
  • Apply the principles and practices of personnel administration.
  • Communicate clearly and concisely, both orally and in writing.
  • Function as a productive and positive team member and effective team leader.
  • Apply the principles and practices of motivation, team building and conflict resolution.
  • Determine effective method of research, compile data and present in form most likely to enhance understanding. 
  • Prepare reports, statistical data, forms, questionnaires, and surveys.
  • Use a computer, calculator, typewriter, telephone, facsimile machine, postage meter, and photocopy machine.
  • Work with various cultural and ethnic groups in a tactful and effective manner.
  • Establish and maintain effective working relationships with those contacted in the performance of required duties.

SELECTION PROCEDURE

Training & Experience Rating (100%)

Based upon responses to the supplemental questionnaire, the applicant’s education, training and experience will be evaluated using a pre-determined formula.  Scores from this evaluation will determine applicant ranking and placement on the eligible list.

CONDITION OF EMPLOYMENT

Prior to the date of hire, applicants must undergo a fingerprint test by the Department of Justice, pass a medical examination, which may include a drug screening and possibly a psychological evaluation, sign a constitutional oath and submit proof of U.S. citizenship or legal right to remain and work in the U.S.  For some positions, applicants may also be required to submit proof of age, undergo a background investigation and/or be bonded.

MODIFIED AGENCY SHOP

All new permanent employees, with the exception of sworn law enforcement and those in management and confidential groups, shall be required to join the employee organization or pay an 'Agency Fee' as a condition of employment.

The eligible list(s) resulting from this recruitment may be certified as a substitute list for a substantially similar classification.  For this purpose, a substantially similar classification is one at a lower level in the same classification (example: entry level vs. journey) and/or a similar classification (similar work performed, similar training and experience qualifications required).
