POSITION INFORMATION

The current vacancy is located in the Assessor's Office in Auburn.

DEFINITION

To perform accurate cadastral drafting work in the preparation and maintenance of Assessor's maps based upon legal descriptions and other information obtained from parcel maps, subdivision maps, deeds and other legal documents; to maintain a complete set of Assessor's parcel maps by both manual and automated technology for Placer County; to maintain multiple attribute layers of a Geographic Information System base map and data base; and to assist the public by providing information and answering questions regarding properties on the assessment roll.

DISTINGUISHING CHARACTERISTICS

This is the full journey level class within the Cadastral Technician series.  This class is distinguished from the Cadastral Technician I level by the assignment of the full range of duties assigned including the more difficult or complex work.  Employees at this level receive only occasional instruction or assistance as new or unusual situations arise and are fully aware of the operating procedures and policies within the work unit.  Positions in this class are flexibly staffed and are normally filled by advancement from the entry level.

This class is distinguished from the Senior Cadastral Technician in that the latter exercises technical and functional supervision over technical and clerical staff and performs the more difficult and complex mapping and related GIS system duties.

SUPERVISION RECEIVED AND EXERCISED

Receives general supervision from an assigned supervisor, and receives technical and functional supervision from higher level technical staff.
 
May exercise technical and functional supervision over less experienced technical staff.

EXAMPLES OF ESSENTIAL DUTIES

Duties may include, but are not limited to, the following:
  • Draw Assessor's maps, using automated mapping technology and/or ink on linens.
  • Update GIS base map layers for changes resulting from and the voiding and/or creation of new assessment parcels.
  • Prepare, code and digitize maps and geographic feature data into the GIS database following pre-established procedures and sequences to update layers within the system.
  • Prepare maps, line drawings, color graphics, charts, graphs and other documents or materials for use in brochures, reports and presentations to the Board of Supervisors, the Assessment
  • Appeals Board, various commissions, boards or other public agencies.
  • Compute acreage, plot land descriptions to accurate scale and interpret legal descriptions of property.
  • Verify accuracy of digitized data using source material to ensure the quality of computer-automated projects.
  • Perform advanced processing functions using established commands and software options, incorporating data from other systems, to create database files and produce final reports.
  • Resolve discrepancies, erroneous and incomplete information and perform related research as needed to maintain accuracy of data; answer questions from other staff and coordinate work with others as needed.
  • Maintain, or purchase as necessary, inventory of supplies and materials including maps at public counter.
  • Assist the public at the counter, on the telephone, or through correspondence, providing information on assessment maps, ownership history, newly created or divided parcels, or sites address and road names and related matters.
  • Prepare tax estimates for newly created parcel maps and subdivisions, by gathering information on present and future appraised values, supplemental assessments and ownership.
  • Update, modify, convert or reconcile Assessor parcel maps to reflect jurisdictional changes of taxing agencies, changes in tax rate areas, new state utility roll maps, or other changes in the status of parcels or as needed; and assign parcel numbers.
  • Operate design and mapping computer software to produce, save and maintain map data in multiple electronic environments; and input mapping information into the Assessor's property system.
  • Compile tax information for proposed redevelopment projects or jurisdictional boundary changes for the Local Agency Formation Commission.
  • Create spatial overlays and compose plots in support of staff projects; and make copies of maps, collect fees and prepare receipts for copies.
  • Maintain ownership, history and sites files; and update and complete other appropriate records, reports, and documents following designated procedures.
  • Maintain mapping equipment and mapping related computer software.
  • May provide technical assistance to others as needed.
  • Build and maintain positive working relationships with co-workers, other County employees and the public using principles of good customer service.
  • Follow County policies and procedures.
  • Work in a safe manner at all times.
  • Perform related duties as assigned.

MINIMUM QUALIFICATIONS

It is the responsibility of applicants to identify in their application materials how they meet the minimum qualifications listed below.


Experience:
Two years of responsible experience in map drafting performing duties similar to a Cadastral Technician I with Placer County.

Training:
Equivalent to the completion of the twelfth grade with additional specialized training in architectural or cadastral drafting and mathematics through algebra and geometry.  An Associate’s degree from an accredited college with major course work and training in mapping, automated mapping, GIS or a closely related field is desirable.

License or Certificate:
May need to possess a valid driver's license as required by the position.  Proof of adequate vehicle insurance and medical clearance may also be required.

NOTE:  Applicants receiving their degree outside the United States must submit proof of accreditation by a recognized evaluation agency.

NOTE:  Preference may be given to applicants with two years of responsible experience in map drafting performing duties similar to a Cadastral Technician I with Placer County and who possess an Associate's degree from an accredited college or university with major course work and training in mapping, automated mapping, GIS or a closely related field.

KNOWLEDGE, SKILLS, AND ABILITIES

Knowledge of:

  • Principles of algebra and geometry.
  • Map drafting procedures, terminology, drafting tools and equipment.
  • Principles and practices of cartography and engineering drafting including map projections and scales.
  • Algebra, geometry and trigonometry, especially in computation of distances, angles and areas.
  • Basic computer aided drawing systems and their applications such as AutoCAD, ArchInfo and ArchView.
  • Modern office procedures, methods and computer equipment.
  • Metes and bounds, legal descriptions and title procedures.
  • Principles and practices of good customer service.
  • Principles and practices of work safety.
  • Processes for making entries and accessing information in multiple computer applications and systems commonly used in an Assessor's office.
  • Computer aided drafting or mapping.
  • Legal descriptions, sections, township, range, lot, block, metes, bounds, symbols, nomenclature and methods used for mapping purposes.
  • Policies and procedures of the County and of the Assessor Department.
  • Principles and practices of effective customer service.

Ability to:

  • On a continuous basis, know and understand all aspects of the job. Intermittently, review documents related to Department operations; observe, identify and problem solve office operations and procedures; understand, interpret and explain Department policies and procedures; explain operations and solve problems involving office issues for the public and with staff.
  • On a continuous basis, sit at drafting table or computer station; intermittently stand at counter for long periods of time; twist and reach office equipment; write and use keyboard to communicate through written means; use keyboard to operate design and mapping computer software; visually differentiate between colors on land use maps; and regularly lift weight of 10 pounds or less.
  • Learn to research sources of geographic data and collect, interpret and integrate cartographic data from different sources to prepare map manuscripts.
  • Make simple engineering computations.
  • Work independently and as a cooperative, contributing member of a team.
  • Learn to organize and manage multiple priorities and perform a variety of work assignments.
  • Work with various cultural and ethnic groups, customers, co-workers and supervisors in a respectful, tactful and effective manner.

  • Interpret Assessor maps and explain office procedures and rules to the public.
  • Independently research, collect, interpret and integrate cartographic data from different sources to prepare map manuscripts and reports.
  • Independently interpret maps; prepare maps accurately delineating feature locations and boundaries on map manuscripts.
  • Design and develop sequential processing of tasks and perform spatial analysis.
  • Operate digitizers, plotters, printers, microfiche reader, scanners and other equipment as needed.
  • Plan, organize, coordinate and prioritize work for self and others.

SELECTION PROCEDURE

Best Qualified Screening (PASS/FAIL)

An application appraisal screening MAY be conducted to select a reasonable number of the best-qualified candidates. The criteria for this screening is listed as preference language under the note in the Minimum Qualifications section.

Training & Experience Rating (100%)

Based upon responses to the supplemental questionnaire, the applicant’s education, training and experience will be evaluated using a pre-determined formula.  Scores from this evaluation will determine applicant ranking and placement on the eligible list.

 

All applicants who meet minimum qualifications will be required to respond to an online Conviction History Questionnaire, which will be sent as a link on their notification that minimum qualifications have been met.  Failure to respond to this questionnaire within (3) three calendar days of the minimum qualification notification will result in disqualification from the examination.

CONDITION OF EMPLOYMENT

Prior to the date of hire, applicants must undergo a fingerprint test by the Department of Justice, pass a medical examination, which may include a drug screening and possibly a psychological evaluation, sign a constitutional oath and submit proof of U.S. citizenship or legal right to remain and work in the U.S.  For some positions, applicants may also be required to submit proof of age, undergo a background investigation and/or be bonded.

MODIFIED AGENCY SHOP
