Placer County currently has two vacancies in the Auburn area for the classification of Staff Services Manager, which include the following:
The Department of Health and Human Services is seeking a Staff Services Manager to supervise department support staff and develop and lead a number of critical initiatives, including department strategic planning, program performance management, legislative analysis, policy development, internal and external communications and program evaluation. The ideal candidate will have experience in the development and management of organization initiatives and will possess strong analytical skills. This senior level position exercises functional supervision over the department’s Public Information Specialist.
The Department of Public Works and Facilities is seeking a Staff Services Manager to provide functional supervision of the Department's human resource team and safety programs. The ideal candidate will lead a number of critical initiatives including the development and management of the department's safety program, policy development, and have strong analytical, communication, and writing skills. Additionally, the ideal candidate will be well-versed in supervision of staff, team-building, and disciplinary procedures.
To plan, organize, direct, supervise, and manage the activities of a department-wide function or major service area; serve in an advisory role and provide highly responsible and complex professional assistance to executive management staff in areas such as organizational development, staffing, strategic planning, business processes, legislative analysis, and related areas; research and analyze departmental practices and procedures and develop recommendations for organizational, programmatic, policy, and procedural improvements and updates; coordinate assigned areas of responsibility as a representative of the department with other County departments and divisions and with external stakeholders.
The manager level recognizes positons that provide full and functional management responsibility for a division or program area within a department. Performance of the work requires the use of considerable independence, initiative, and discretion within established guidelines.
This class is distinguished from the Staff Services Analyst, Senior by having substantive and significant management level responsibility over a specific area or specialty, including short- and long-term planning and development and administration of department-wide policies, procedures, and services. This class is further distinguished from the Administrative Services Officer series in that the latter has responsibility for implementing and maintaining the budget process and fiscal recordkeeping and reporting operations with day-to-day oversight and participation in fiscal/accounting operations and budget preparation/monitoring activities for assigned department/division.
Receives general direction from higher level management staff. Exercises direct supervision over supervisory, professional, technical, and clerical personnel.

Experience: Five years of increasingly responsible work experience managing programs and/or conducting detailed analysis requiring the preparation and submission of findings with recommendations to executive management staff, including two years of supervisory responsibility.
Training: Equivalent to a Bachelor's degree from an accredited college or university with major coursework in public or business administration, political science, or a related field.
Relevant, equivalent experience (performing the same or similar job requiring similar knowledge, skills, and abilities) may be substituted for the required education as determined by the Human Resources Department.
License or Certificate: May need to possess a valid driver's license as required by the position and in accordance with the California Vehicle Code. Proof of adequate vehicle insurance and medical clearance may also be required.
Training & Experience Rating (100%)
Based upon responses to the supplemental questionnaire, the applicant’s education, training and experience will be evaluated using a pre-determined formula. Scores from this evaluation will determine applicant ranking and placement on the eligible list.
All applicants who meet minimum qualifications will be required to respond to an online Conviction History Questionnaire, which will be sent as a link on their notification that minimum qualifications have been met. Failure to respond to this questionnaire within (3) three calendar days of the minimum qualification notification will result in disqualification from the examination.
Prior to the date of hire, applicants must undergo a fingerprint test by the Department of Justice, pass a medical examination, which may include a drug screening and possibly a psychological evaluation, sign a constitutional oath and submit proof of U.S. citizenship or legal right to remain and work in the U.S. For some positions, applicants may also be required to submit proof of age, undergo a background investigation and/or be bonded.
All new permanent employees, with the exception of sworn law enforcement and those in management and confidential groups, shall be required to join the employee organization or pay an 'Agency Fee' as a condition of employment.
The eligible list(s) resulting from this recruitment may be certified as a substitute list for a substantially similar classification. For this purpose, a substantially similar classification is one at a lower level in the same classification (example: entry level vs. journey) and/or a similar classification (similar work performed, similar training and experience qualifications required).
