POSITION INFORMATION

The current Temporary/Extra Help assignment is with the Agricultural Commission in their Marketing program. Primary job duties will include preparing a variety of camera ready materials including the artwork, graphic design and layout of forms, newsletters, manuals, brochures, letterheads, logos, and mechanicals. The ideal candidate would have knowledge and prior experience with graphic design principles, desktop publishing, and operating various types of software used in desktop publishing.

NOTE: This position is a Temporary/Extra Help assignment. Temporary/Extra Help assignments are limited to working 28 hours per week with a cap of 999 hours or 960 hours for CalPERS retired annuitants in a fiscal year and are not eligible for benefits. Extra-help appointments made from this eligible list may transition to permanent status, should vacancies arise.

DEFINITION

To operate a variety of reprographic equipment including offset presses and xerographic copiers, pre-press desk-top publishing and other specialized equipment; perform the most complex and varied printing assignments; and perform the most complex Central Services operations.

DISTINGUISHING CHARACTERISTICS

This is the journey level class within the Central Services Worker series.  Employees within this class are distinguished from the Central Services Worker class by the performance of the more technical or complex duties assigned including operation of the more advanced printing or pre-press, or desk top publishing equipment in performing the most technical, complex and varied printing assignments and knowledge of the full range of all equipment and procedures used.  Employees at this level receive only occasional instruction or assistance as new or unusual situations arise and are fully aware of the operating procedures and policies of the work unit.

This class is distinguished from the Senior Central Services Technician in that the latter is a lead position, providing technical and functional supervision.

SUPERVISION RECEIVED AND EXERCISED

Receives general supervision from the Central Services Manager and technical and functional supervision from the Senior Central Services Technician.

EXAMPLES OF ESSENTIAL DUTIES

  • Operate, maintain and set up a variety of reprographic pre-press, desk-top publishing, offset printing presses, high speed xerographic copying equipment and automated mail processing and mail manifest equipment.
  • Make adjustments to the various types of reprographic equipment to ensure high quality reproduction including adjust paper feeds and guides for various types, weights and sizes of paper stock; ink and adjust rollers; regulate ink and repellant flow; and operate and adjust a full range of duplicating equipment in the reproduction of multicolor printing.
  • Prepare a variety of camera ready material including the artwork, graphic design and layout of forms, newsletters, manuals, brochures, letterheads, logos, and mechanicals.
  • Provide thorough customer assistance and consultation in the area of job preparation and estimating, including creative ideas, paper/ink/toner selection, cost saving strategies and suggestions.
  • Process a variety of masters for printing operations.
  • Operate the full range of equipment used in Central Services operations, including pre-press, desk-top publishing, photocopying, folding, collating, electric stapling, paper cutting, binding and paper drilling, as well as dark room equipment, mail equipment, forklift, etc.; perform maintenance and troubleshoot equipment malfunctions and problems.
  • Assist in training Central Services Workers on the use of various types of reprographic equipment including pre-press desk-top publishing equipment.
  • Maintain duplicating masters and other files.
  • Build and maintain positive working relationships with co-workers, other County employees and the public using principles of good customer service.
  • Perform related duties as assigned.

MINIMUM QUALIFICATIONS

It is the responsibility of applicants to identify in their application materials how they meet the minimum qualifications listed below.

Experience: Two years of increasingly responsible experience in the operation and maintenance of a variety of offset printing, desk-top publishing, graphic design, bindery and/or mail processing equipment.

Training: Equivalent to the completion of the twelfth grade.  Additional specialized training in graphic arts, desk-top publishing and/or a related field is desirable.

License or Certificate:
May need to possess a valid driver's license as required by the position.  Proof of adequate vehicle insurance and medical clearance may also be required.

KNOWLEDGE, SKILLS, AND ABILITIES

Knowledge of:

  • Procedures and operations of the print shop, pre-press, desk-top publishing, bindery and mail room.
  • The operation, adjustment and maintenance of the full range of printing, mail services and related equipment, including offset and tandem presses, high speed xerographic copying equipment, and automated mail processing and mail manifest equipment.
  • The operation of personal computer systems (Macintosh & IBM) and various types of software used in desk-top publishing.
  • Graphic design principles, file maintenance, typesetting and mechanical preparation, pre-press printing functions, cost estimating, and copy editing activities.
  • Modern printing methods and techniques, including the proper use of inks, chemicals and other materials used in reproduction work.
  • Dark room procedures, including halftone production, stripping and platemaking techniques.
  • Principles and practices of work safety.

Ability to:

  • On a continuous basis, know and understand operations and observe safety rules.  Intermittently analyze problem equipment; analyze and interpret work orders; operate complex printing equipment; and explain jobs to others.
  • Intermittently, sit while studying or preparing reports; bend, squat, climb, kneel and twist when performing operation of equipment; perform simple and power grasping, pushing, pulling and fine manipulation; and lift moderate weight.
  • Safely operate various types of reprographic equipment, an automobile, light truck or van and forklift.
  • Make major adjustments and perform maintenance procedures for reprographic equipment duplicating machines.
  • Perform a wide range of complex pre-press, lay-out design offset printing and bindery work.
  • Carry out oral and written directions with minimal supervision.
  • Communicate effectively in writing and speaking.
  • To learn and familiarize self with County requirements used in reprographic, duplicating and printing of various types of materials.

SELECTION PROCEDURE

Training & Experience Rating (100%)

Based upon responses to the supplemental questionnaire, the applicant’s education, training and experience will be evaluated using a pre-determined formula.  Scores from this evaluation will determine applicant ranking and placement on the eligible list.

All applicants who meet minimum qualifications will be required to respond to an online Conviction History Questionnaire, which will be sent as a link on their notification that minimum qualifications have been met.  Failure to respond to this questionnaire within (3) three calendar days of the minimum qualification notification will result in disqualification from the examination.

CONDITION OF EMPLOYMENT

Prior to the date of hire, applicants must undergo a fingerprint test by the Department of Justice, pass a medical examination, which may include a drug screening and possibly a psychological evaluation, sign a constitutional oath and submit proof of U.S. citizenship or legal right to remain and work in the U.S.  For some positions, applicants may also be required to submit proof of age, undergo a background investigation and/or be bonded.
