INTRODUCTION:

BASIC PURPOSE OF POSITION:
Directs agency operations within Region 5 for Child Welfare; serves as immediate supervisor of District Directors in that region; collaborates with appropriate program administration in the implementation of policy and procedures related to Child Welfare.

TYPICAL FUNCTIONS: 
-Directs & coordinates all services of Child Welfare & associated agency operations within Region 5, including Child Protective Services, Family Centered Services, & Permanency Planning Services; resolves problems & participates in the implementation of the program plan & policies, cooperating with District Directors, & other Child Welfare leaders.
-Integrates internal & external program & policy goals, ensuring that key state & agency-wide missions, goals, priorities, vision & values are considered in making decisions; accomplishes this integration by regular collaboration with Child Welfare leadership, the executive team, & other Regional Directors; articulates strategies & plans to staff.
-Acts as liaison between District Directors & the Director of Child Welfare, providers, & other appropriate staff or entities.
-Evaluates the effectiveness of offices & District Directors in the assigned region & develops & implements necessary changes; evaluates systems used to implement programs; monitors & measures trends regarding key data elements.
-Monitors financial, human, & material resources within the region; evaluates effective utilization of financial, human & material resources assigned to subordinate staff; ensures compliance with Merit Rules & personnel policies.
-Coordinates preparation of required planning documents; develops, reviews, & recommends
amendments to programs policy & procedures consistent with federal and state laws pertaining to Child Welfare.
-Serves as agency representative & may be called to testify before legislative committees & to provide legislative briefings; speaks to groups & individuals about the agency's programs.

KNOWLEDGE, SKILLS, AND ABILITIES:
-Knowledge of administrative systems & practices; federal & state laws & regulations relating to the administration of human services programs; of the principles & organization of child welfare services.
-Skill in analysis & evaluation of activities of offices engaged in child welfare services; in establishing & maintaining effective relationships with state officials, employees, applicants & the public; in oral & written communications of all types; in interpreting, analyzing & resolving highly complex administrative & personnel problems.

MINIMUM QUALIFICATIONS:
A Masters degree, plus 4 years of professional managerial or administrative experience, in social work, guidance & counseling, mental retardation, probation & parole or public administration; or an equivalent combination of education & experience, substituting 1 additional year of qualifying experience for each year of required education. 

NOTES:
A conditional offer of employment to final candidate will be contingent upon a favorable background check and a substance abuse screening.

BENEFITS:
This is a full-time unclassified state position with full state retirement and insurance benefits, including paid health, dental, life, and disability insurance. Annual leave of 10 hours per month and sick leave of 10 hours per month begin accruing immediately
