The Office of Management and Enterprise Services (OMES) is a government agency providing services to other Oklahoma government agencies. Our mission is to be a “FAST” agency: Flatter, Agile, Streamlined, and Technology-enabled. We are seeking a full time, unclassified Compliance Auditor for our Central Accounting and Reporting Division in Oklahoma City. The Conpliance Auditor will assist the Statewide Accounts Payable Manager in planning, researching, and analyzing results of the audit activities of the Central Accounting and Reporting Division of the Office of Management and Enterprise Services for the pre- and post-audit of transactions processed through the state’s Accounts Payable system. This is a state-wide audit responsibility involving expenditures made by the State which are about $7 - $8 billion annually.  This position requires compliance auditing and performs research and analysis to determine whether proper processing and accounting treatment has occurred.



Principal Activities: 

1.Executes audit test plans for accounts payable transactions, including alternate system transactions, for compliance with State statutes. Uses various standard reports and database queries to perform daily research, audit and analysis of compliance exceptions. Recommends accounting adjustments and/or corrections for exceptions identified.
2.Conducts pre- and post-audit of transactions processed through the central statewide Accounts Payable system.
3.Coordinates alternate system audit plans with agency finance officers, internal auditors and/or CPA firms.  Communicates recommendations and follow-up comments with agency personnel for related improvements and/or corrections in agency policies and procedures using formal reports.
4.Analyzes audit results and assists in preparing reports in a professional format. Includes analytical reports for OMES management regarding audit exception trends and transaction errors. 
5.Assists state agency accounts payable personnel with compliance issues, questions and concerns.  May provide agency training and updates to manuals as needed.
6.Occasional or irregular work would include assisting accounting staff with balancing transaction reports and investigating irregularities when such situations arise. May include testifying in criminal cases as an expert witness.

This position will not have supervisory responsibilities. 

Education and Experience: Two (2) years of qualifying experience in professional level tax or financial auditing; or an associate’s degree in business or public administration. In addition, this position requires knowledge and experience with State payment laws, substantive testing, work-paper documentation, analyzing transactional data, reporting writing and effective communication skills.
