The Marin County Human Resources Department and the Assessor-Recorder-County Clerk are accepting applications for the position of Appraiser II. The first application review will be on July 5, 2017.

CURRENT VACANCIES: There are two (2) full-time vacancies in the Assessor-Recorder-County Clerk which will be filled at the Appraiser I or the Appraiser II level. Please note, to be considered for the Appraiser I position, you must complete a separate application. The eligible list established from this recruitment will be used to fill the current vacancies and any future vacancies that may occur while the list remains active.

Position Information

An Appraiser II works independently to conduct market appraisals of residential, commercial, industrial, recreational, agricultural and rural properties using data collection and analysis methods. An Appraiser II is required to understand and provide, with a high degree of accuracy, assessment information to property owners, builders, real estate brokers, governmental agencies, residents and the public. An Appraiser II also assists in preparing information for Assessment Appeals Board presentations and maintains accurate records and files.

THE IDEAL CANDIDATE: The ideal Appraiser II candidate possesses both appraisal experience and excellent interpersonal skills. The ideal Appraiser II candidate possesses an Appraiser certificate issued by the California State Board of Equalization or an Appraiser license issued by the Bureau/Office of Real Estate Appraisers and has a strong working knowledge of the California Revenue and Taxation Code as it relates to the appraisal of property. The ideal candidate has proven ability to interpret, uphold and explain, with a high degree of accuracy and courtesy, complex rules, regulations, codes and laws related to property valuation appraisal and tax assessment to a variety of audiences. The ideal candidate has technical proficiency using databases and Microsoft Office (Excel, Word and Outlook). The ideal candidate will be able to express ideas clearly, concisely and accurately when writing correspondence and reports. The ideal candidate has a proven track record of providing excellent customer service, developing and maintaining successful, professional, supportive, respectful and collaborative working relationships, and works successfully independently and as part of a team. The ideal candidate approaches his/her assignments with enthusiasm. In addition to the above, the ideal Appraiser II candidate has at least one year experience as an Appraiser in an Assessor’s Office or has at least three years of experience independently appraising a variety of properties of a complex nature.

Minimum Qualifications

Equivalent to graduation from a four-year college or university with major course work in business or public administration, economics, engineering or a field related to the work AND one year of experience in appraising real property and related improvements. Experience in the appraisal of real property, building cost estimating, engineering, accounting, or in buying, selling or managing real estate, or in a related area as defined by the State of California may be substituted for the education on a year-for-year basis.

CERTIFICATES & LICENSES: Must obtain temporary certification as an Appraiser issued by the State Board of Equalization within three months of appointment, and permanent certification within six months of appointment as an Appraiser II.

Testing Schedule

The first application review will be on July 5, 2017. Depending on the number of qualified applications received, testing may consist of a highly qualified review, supplemental application screening, online assessment, skills testing, practical/performance test, written or oral examination or any combination of these exams. Successful candidates will have their names placed on the eligible list. If additional testing is not conducted, applicants that meet the minimum qualifications may be notified to contact the department for a selection interview.
