Purpose

The Employes’ Retirement System (ERS) Senior Database Administrator supports the business and technology processes necessary to manage the MERITS pension system database and all Structured Query Language (SQL) database applications at the ERS. This position designs solutions to optimize the productivity and efficiency of the ERS and its internal and external databases. 

Essential Functions

  • Perform in-depth business and systems analyses of the ERS pension system and operating environment. Make recommendations for improvement for its databases.
  • Perform structured query language (SQL) backups, reporting backups, transaction log backups, and others to ensure no loss of data in the event of a disaster.
  • Perform complex database administrator tasks including data migrations, replication and performance optimization.
  • Troubleshoot problems with MERITS database and subsystems and work with the infrastructure team troubleshooting problems with network equipment, servers, VmWare and the wide area network as needed.
  • Provide SQL Server expertise within the development team and propose design recommendations.
  • Provide relevant documentation on current environment and standards relating to ERS databases.
  • Manage and participate in the development and implementation of SQL-based projects.
  • Determine potential database administrator solutions and testing for both technical and business compatibility.
  • Work with the applications team, quality assurance (QA) and end users to ensure technical compatibility and user satisfaction.
  • As part of the infrastructure team, lead the Database support and Database Maintenance (patching, updates, upgrades, etc.).
  • Develop solutions that increase process efficiency following accepted systems development life cycle (SDLC) methodology (design, code, test, document, train, and rollout).
  • Perform functions related to system development, maintenance and support.
  • Identify single points of failure and recommend improvements to eliminate failures.
  • Provide high availability design and architecture for ERS databases.
  • Document changes to processes (whether implemented through the application of technology or otherwise).
  • Prepare reports for ERS management, the Board or its subcommittees.

Minimum Requirements

  1. Bachelor’s degree from an accredited college or university in business, computer science, management information systems or a closely related field.
  2. Five years of professional, full-time database development, support and maintenance experience.
  3. Valid driver’s license at time of appointment and throughout employment.

Equivalent combinations of education and experience may also be considered.

Knowledges, Skills, Abilities & Other Characteristics

  • Knowledge and experience with enterprise technologies such as Storage Area Networks (SANs) and VmWare.
  • Knowledge of Local Area Network (LAN)/Wide Area Network (WAN) and networking concepts for the disaster recovery service level agreement (SLA).
  • Knowledge of application programming concepts and languages.
  • Experience in the analysis, documentation and design of database systems.
  • Experience maintaining database security, integrity, and availability.
  • Experience with Database Administration for Microsoft SQL Server technologies.
  • Experience in applying desktop and server based office automation technologies to administrative and business operations practices and systems.
  • Experience in MS Windows Server and Desktop environments and the MS Office Suite.
  • Skill in analyzing and troubleshooting complex application and database problems.
  • Ability to analyze software issues to ensure consistent functionality.
  • Ability to work cooperatively and effectively with ERS management, staff, support personnel, vendors and consultants.
  • Ability to read and interpret technical documents and policies.
  • Ability to clearly communicate technical information in an understandable way for both technical and non-technical staff.
  • Written communication and documentation skills, including the ability to write reports, correspondence and technical documentation.
  • Ability to work independently and in a team oriented, collaborative environment.
  • Ability to maintain confidentiality of restricted information.
  • Highly motivated, self-directed and well organized.

Current Salary

The current salary range (Pay Range 2LX) for City of Milwaukee resident is $70,827-$99,154 annually, and the non-resident salary range is $69,089-96,722. Appointment above the minimum is possible based upon level of experience and other qualifications.

Selection Process

THE SELECTION PROCESS will be job related and will consist of one or more of the following: education and experience evaluation; written, oral, or performance tests, or other assessment methods. The Department of Employee Relations and the Employes’ Retirement System (ERS) reserve the right to call only the most qualified candidates to oral and performance examinations. Oral examinations may include written exercises. Selection process component weights will be determined by further analysis of the job.
