Purpose

The Management Engineer of the street maintenance division directs all operations of street maintenance activities, including preparation of the section's operations, capital budgets and personnel activities.

Essential Functions

  • Handle all personnel matters involving division policies, discipline, promotions, vacations, sick leave, rules and regulations and training for the street maintenance crews.
  • Direct and supervise street maintenance programs and activities.
  • Manage and assist in preparation of the street maintenance section's operations and capital budgets.
  • Provide guidance and supervise two street repair district managers and the field operations inspection specialist, plant and equipment repair supervisor, inventory specialist and equipment repair manager.
  • Prepare and administer contracts for asphalt resurface, crack filling, and pavement repair.
  • Review and approve requisitions for all section purchases and supplies.
  • Approve all reports, investigations and correspondence regarding street maintenance activities.
  • Appear before Common Council committees and other legislative bodies on matters involving the section.

Minimum Requirements

  1. Bachelor's degree in civil engineering or a closely related field.
  2. Four years of full-time management or supervisory experience in construction or street maintenance.
  3. Valid driver’s license at time of appointment and throughout employment.  

Equivalent combinations of education and experience may be considered.

Knowledges, Skills, Abilities & Other Characteristics

  • Knowledge of management principles and techniques to effectively manage a large staff.
  • Knowledge of human resource practices, including hiring, performance reviews, employee safety, and discipline procedures.
  • Knowledge of construction methods, materials and contract administration.
  • Computer skills to utilize computer software for tracking of projects and creation of reports.
  • Ability to research and evaluate new technology in street maintenance and proactively recommend changes that would benefit the City.
  • Written communication skills to develop business correspondence, document investigations and create reports.
  • Interpersonal skills to effectively develop and maintain working relationships with the public, contractors, elected officials, co-workers and management.
  • Verbal communication skills to effectively respond to questions and handle issues received from the public, contractors and elected officials.
  • Data analysis skills to review information collected regarding maintenance activities.
  • Ability to plan, coordinate and monitor the work of others.
  • Ability to work well under pressure and within strict deadlines.
  • Ability to develop, coach and train supervisors and staff.
  • Ability to effectively and positively represent the Department of Public Works before committees and the public.
  • Ability to have difficult conversations with staff while conducting personnel investigations.
  • Ability to monitor staff performance and provide constructive feedback.

Current Salary

THE CURRENT SALARY RANGE (Pay Range 1IX) for City of Milwaukee residents is $75,478 - $105,669 annually, and the non-resident salary range is $73,627 - $103,077. Appointment above the minimum is possible based upon level of experience and other qualifications and is subject to approval.

Selection Process

THE SELECTION PROCESS will be job related and will consist of one or more of the following: education and experience evaluation; written, oral, or performance tests, or other assessment methods. The Department of Employee Relations reserves the right to call only the most qualified candidates to oral and performance examinations. Oral examinations may include written exercises. Selection process component weights will be determined by further analysis of the job.  

INITIAL FILING DATE - The examination will be held as soon as practical after October 24, 2017 .
