Purpose

The Port Finance Officer serves as a member of the Port’s management leadership team and reports to the Municipal Port Director. This position provides a wide range of financial services for the Port of Milwaukee, including preparing capital and operating budgets, coordinating and administering grants, creating required reports, and coordinating personnel and procurement activities and functions.

Essential Functions

Operational Management

  • Provide management and oversight of the Port’s financial operations, including O&M, capital, purchasing, accounts payable/receivable, invoices and inventory controls, various grants and adherence to City and departmental policies.
  • Under the direction of the Port Director, create and administer the annual budget; develop revenue and capital budget forecasts.
  • Prepare budget reports, establish/implement fiscal policy and communicate/transmit information to the Board of Harbor Commissioners.
  • Act as liaison on capital projects, including evaluating proposals, monitoring progress, and reporting expenditures to necessary entities.
  • Coordinate all Port funding sources (city, state, federal and grant) and prepare and submit all necessary compliance requirements.
  • Assist in the development and preparation of grant applications and coordinate the implementation, administration and compliance reporting requirements of the grants.
  • Conduct and prepare financial analysis of existing and proposed Port projects and leases.
  • Represent the Port before various committees.
  • Complete special projects of analysis and strategic planning for future Port investments.
  • Process personnel transactions in accordance with state and federal laws, civil service rules, and Board policies.

Personnel Management

  • Serve as the personnel officer by evaluating and administering requests for leave and accommodations and investigating and resolving employee complaints and issues.
  • Provide advice and counsel to supervisors regarding performance reviews, work rules, policies and procedures; evaluate and perform disciplinary actions and grievances; process transactions, such as separations, layoffs and retirements; oversee and review payroll and personnel requisitions and make hiring recommendations.

Minimum Requirements

  1. Regular status as City of Milwaukee employee, having successfully completed a probationary period for a civil service position.
  2. Bachelor’s degree in accounting, business administration, finance or a closely related field from an accredited college or university.
  3. Four years of progressively responsible, professional level experience in budgeting, financial management, and human resources management, with experience performing duties related to this position.

  • Knowledge of accounting, budgeting and financial management.
  • Knowledge of compliance requirements for funding sources.
  • Knowledge of financial analysis for future investment projects.
  • Knowledge of budget development and preparation.
  • Knowledge of mathematics and statistics and the ability to make accurate calculations to execute various functions such as budgeting and reporting.
  • Knowledge of financial operations including O&M, capital, purchasing, accounts payable/receivable, invoice and inventory controls, and grants.
  • Knowledge of human resources principles and procedures for training, compensation and benefits, discipline and personnel information systems.
  • Knowledge of the laws, rules, and regulations governing the practices and procedures of human resources.
  • Skill in developing revenue and capital budget forecast.
  • Skill in presenting financial information to various group sizes.
  • Ability to establish and implement fiscal policy.
  • Ability to develop and prepare grant applications.
  • Ability to coordinate the implementation, administration and compliance reporting requirements of grants.
  • Ability to coordinate all human resources functions including Family Medical Leave Act (FMLA), oversight of payroll, hiring, discipline, counseling and coaching.
  • Ability to administer work rules, policies and procedures.
  • Ability to administer compensation, benefits and performance management systems.            
  • Ability to provide advice and counsel employees on human resources topics.
  • Ability to handle confidential employee information with discretion and good judgment.
  • Ability to think critically and analytically to problem-solve.
  • Interpersonal skills and the ability to build and maintain good working relationships with staff, City managers and elected officials.
  • Ability to use standard computer software and programs such as word processing, spreadsheet, database, and the Internet.
  • Ability to read and interpret reports. Written and oral communication skills, including the ability to develop and prepare grant applications, correspondence and budget reports.
  • Integrity and the ability to maintain complete confidentiality.

Current Salary

The current salary range (Pay Range 2JX) for City of Milwaukee residents is $62,338-$87,270 annually, and the non-resident salary range is $60,809-$85,129. Appointment will be made in accordance with the provisions of the salary ordinance.

Selection Process

THE SELECTION PROCESS will be job related and will consist of one or more of the following: an evaluation of related education, experience and accomplishments, written tests, interview, or other assessment methods.  The Department of Employee Relations and the Port of Milwaukee reserve the right to call only the most qualified candidates to oral, performance tests or personal interviews. Information from the selection process will be used to make a hiring decision. Selected candidates will be transferred and/or promoted to the position.

Note: Transfer/Promotional Opportunities and Promotional Examinations are not open to Milwaukee Public Schools employees or to the public. Only current City of Milwaukee employees and civilian personnel in MFD and MPD hired through a City Service Commission process who have successfully passed a probationary period for a Civil Service position will be considered. Individuals with exempt, provisional, temporary, or emergency appointments are not eligible for transfer.
