Appointment and continued employment is at the pleasure of the Department of Administration Director and Director of Environmental Sustainability, City of Milwaukee.

The City of Milwaukee’s Environmental Collaboration Office (ECO) strives to make Milwaukee a world class eco-city. The position may be filled at the level of Environmental Sustainability Program Manager (PG 2LX) or Environmental Sustainability Program Coordinator (PG 2IX), depending upon the qualifications of the candidate and the needs of the Department of Administration-Environmental Collaboration Office. Demonstrated leadership ability and experience in government and energy efficiency will be important considerations.  

Purpose

Under the direction of the Environmental Sustainability Director, the Program Manger may also function as the Deputy Director in the office, whereas the Coordinator position will focus on program delivery. The Environmental Sustainability Program Manager is responsible for planning and implementing the City’s energy efficiency programs in City-owned buildings and in the broader community.

Essential Functions

Better Buildings Challenge

  • Provide overall project and grant coordination.
  • Manage and implement contracts with program partners, coordinate outreach activities and oversee the preparation of reports for the US Department of Energy.
  • Coordinate outreach to the commercial buildings and schools.

Property Assessed Clean Energy (PACE)

  • Promote the program as part of the Better Buildings Challenge.
  • Review and approve proposed projects and administer payments through the program.

Energy Reduction Team

  • Lead the City’s Energy Reduction Team; assist, facilitate and educate facility managers regarding the reduction of energy use in City facilities by 20% over the next decade.
  • Oversee the tracking and management of the City’s energy usage data and run usage reports using the EPA’s portfolio Manager.
  • Work with the Energy Reduction team to identify and implement various efficiency projects.

Me2 Home Energy Efficiency Program

  • Oversee and administer the Me2 home energy efficiency loan program.
  • Attend Environmental Collaboration Office staff meetings and division-wide functions.

Minimum Requirements

Environmental Sustainability Program Manager

  1. Bachelor’s degree in business administration, public administration, public policy, environmental studies or a related field from an accredited college or university.
  2. Five years of progressively responsible experience in related project management.
  3. Valid driver’s license at time of appointment and throughout employment.

Environmental Sustainability Program Coordinator

  1. Bachelor’s degree in business administration, public administration, public policy, environmental studies or a related field from an accredited college or university.
  2. Three years of progressively responsible experience in related project management.
  3. Valid driver’s license at time of appointment and throughout employment.

 Equivalent combinations of education and professional experience will be considered.

Desirable Qualifications

  • A Master’s Degree in business administration, public administration, public policy, urban planning, environmental studies or a closely related field from an accredited college or university.
  • Experience managing energy data, energy efficiency programs and knowledge of building energy systems.
  • Experience in government is a plus for consideration of the Program Manager position.

  • Written communication skills to be able to write clear, complete and error-free correspondence and reports.
  • Oral communication and presentation skills to present ideas and recommendations clearly and convincingly.
  • Proficiency using word processing, spreadsheet, presentation, and database software as well as the Internet.
  • Ability to read and interpret contracts, reports and legal documents.
  • Ability to accept coaching from others.
  • Commitment to professional growth and developing one’s leadership potential.

Current Salary

Environmental Sustainability Program Manager: The starting salary range (Pay Range 2LX) for City of Milwaukee residents is $70,827-99,154 annually, and the non-resident salary range is $69,090-96,722.

Environmental Sustainability Program Coordinator: The starting salary range (Pay Range 2IX) for City of Milwaukee residents is $58,462-$81,844 annually, and the non-resident salary range is $57,028-$79,836.

Appointment above the minimum is possible based upon level of experience and other qualifications and is subject to approval.

THE SELECTION PROCESS will be job related and will consist of one or more of the following: education and experience evaluation; written, oral, or performance tests, or other assessment methods.
