Purpose

The Street Operations Supervisor is responsible for supervising street maintenance crews and assisting the Street Repair District Manager in coordinating street maintenance activities in their assigned district.

Essential Functions

  • Supervise, schedule and coordinate the maintenance activities of street maintenance crews, including crews assigned to concrete work, concrete pavement excavation repair, asphalt work, asphalt pavement excavation repair, crack-filling and patching.
  • Provide technical direction and assistance to crew leaders and field crews.
  • Assist in surveying streets, alleys and sidewalks to determine maintenance needs and requirements.
  • Answer inquires and requests for municipal services from citizens, other divisions, contractors and elected officials.
  • Maintain street maintenance records, construction documentation and inspection reports.
  • Prepare reports, correspondence and aldermanic service requests pertaining to street maintenance activities.
  • Assist in managing the safety, training and personnel relations of the street maintenance crews.
  • Supervise snow removal crews during winter snow and ice control operation activities.

Conditions of Employment

  • Must work variable and extended hours to meet the City’s needs during weather-related events and other emergencies.
  • Must be able to exert up to 50 pounds of force occasionally and/or up to 20 pounds of force frequently.
  • Must be able to work in adverse weather conditions for an extended period of time.

Minimum Requirements

  1. Regular status as City of Milwaukee employee, having successfully completed a probationary period for a civil service position.
  2. Consistent with Wis. Stat. Sec. 66.0502 (4)(b) and Rule VIII, Section 9 of the Rules of the Board of City Service Commissioners, this position has been designated as “emergency personnel,” and the successful candidate will have six months from date of appointment to establish residence within 15 miles of the jurisdictional boundaries of the City of Milwaukee.
  3. Two years of experience in street repair and maintenance performing related duties, one year of which must have been at the level of Street Repair Supervisor (PR 1AX).
  4. Valid driver’s license at time of appointment and throughout employment.

  • Knowledge of tools, equipment, and machinery necessary to complete street maintenance and repair work.
  • Knowledge of management and supervisory practices and procedures.
  • Verbal communication skills required to communicate information to staff, city officials and the public.
  • Written communication skills to accurately and effectively compose reports and email messages.
  • Skill in coordinating people and resources to achieve desired outcomes.
  • Conflict resolution skills and the ability to remain calm in stressful situations.
  • Ability to work effectively with multi-level, multi-cultural staff, city officials, and the public.
  • Ability to utilize computer applications such as word processing, spreadsheet, database, the Internet and email communications.
  • Ability to plan, organize and manage time effectively to achieve goals.
  • Ability to be diplomatic when interacting with the public to resolve their complaints.
  • Ability to supervise and direct the work of field crews.
  • Ability to plan and coordinate public contracts.
  • Ability to use sound judgment to quickly make decisions.Ability to build effective work teams to accomplish daily tasks.

Current Salary

THE CURRENT SALARY RANGE (Pay Range 1BX) for City of Milwaukee residents is $48,670 - $67,616 annually and the non-resident salary range is $47,476 - $65,957 annually.   Appointment will be made in accordance with the provisions of the salary ordinance. 

Street Operations Supervisors regularly involved in snow and ice control operations that result in overtime work are eligible to receive an additional 4.8% biweekly salary as compensation.

Selection Process

THE SELECTION PROCESS will be job related and will consist of one or more of the following: an evaluation of related education, experience and accomplishments, written tests, interview, or other assessment methods.  The Department of Employee Relations and the Department of Public Works reserve the right to call only the most qualified candidates to oral, performance tests or personal interviews. Information from the selection process will be used to make a hiring decision. Selected candidates will be transferred and/or promoted to the position.

NOTE:  Transfer/Promotional Opportunities and Promotional Examinations are not open to Milwaukee Public Schools employees or to the public. Only current City of Milwaukee employees and civilian personnel in MFD and MPD hired through a City Service Commission process and have successfully passed a probationary period for a Civil Service position will be considered. Individuals with exempt, provisional, temporary or emergency appointments are not eligible for transfer.
