This position will be filled at the level of Human Resources Representative (PG 2HX) or Human Resources Analyst-Senior (PG 2FX), depending upon the qualifications of the candidate and the needs of the Department of Employee Relations. Eligible candidates who successfully complete the selection process will be placed on the highest level eligible list for which they qualify. The eligible lists resulting from this examination may be used to fill similar City of Milwaukee positions.

In this position, a typical week might entail conducting a job analysis, facilitating an interview panel, analyzing the results of a written exam, and administering a performance exam. Under the direction of the Staffing Services Manager, the Human Resources Representative (or Human Resources Analyst-Senior) provides staffing services to fill positions at all levels in City Departments.

Essential Functions

  • Develop and execute recruitment plans and strategies.
  • Review and prepare job announcement bulletins.
  • Determine the eligibility of applicants based on the minimum job requirements.
  • Determine appropriate job analysis methods; conduct job analysis to determine critical tasks and the knowledge, skills, abilities, and other characteristics necessary for successful job performance for assigned recruitments.
  • Plan and develop valid and reliable test components, including written, oral and performance examinations and education and experience ratings (including minimum requirements), and other assessment exercises, based on job analysis and consistent with professional standards and legal guidelines.
  • Make recommendations for modifying and improving examination and selection processes based on job analysis results, conversations with subject matter experts, historic data, and independent research.
  • Consult with operating departments and subject matter experts to review the job-relatedness of test components.
  • Determine timeline for each selection process component, and schedule test administrations.
  • Maintain effective and timely communication with candidates and the hiring authority throughout the selection process.
  • Identify and secure subject matter experts to serve as raters.
  • Administer oral and performance examinations and other assessment exercises.
  • Maintain confidentiality of examination and candidate information.
  • Review exam results, test statistics, and adverse impact reports, and recommend passing and call-in points.
  • Serve as a liaison between departments and applicants.
  • Develop new and/or improved human resources products and processes related to selection, and conduct research related to the development of improved services and delivery.
  • Represent the department before public bodies such as the City Service Commission.

Conditions of Employment

  • Occasional evening and weekend work may be required to administer exams, participate in recruitment events, or appear before committees.
  • At times, such as when studying positions or conducting performance exams, work may take place in settings with variable environmental conditions, such as in City garages or in parks.
  • Position requires occasional lifting and moving of objects weighing up to 10 lbs.

Minimum Requirements

  1. Both levels: Bachelor’s Degree in human resources management, industrial relations, education, psychology, business administration, management, public administration, or a closely related field from an accredited college or university.
  2. Human Resources Representative (PG 2HX): Three years of progressively responsible experience performing duties related to testing and assessment, including performing job analysis; developing examinations and rating methods; recruiting, screening applications, and interviewing; conducting classification and compensation studies; interpreting and applying employment laws and ordinances; performing statistical analysis; conducting research; and writing reports.
    Human Resources Analyst-Senior (PG 2FX): Two years of progressively responsible experience as described above.
  3. Both levels: Valid Wisconsin Driver's License at the time of appointment and throughout employment.

Equivalent combinations of education and experience may also be considered.

Desirable Qualifications

  • Master’s degree in industrial and organizational psychology, human resources management, educational psychology, or a closely related field from an accredited college or university.
  • Graduate-level coursework or training in test development and statistics.
  • Public sector human resources experience.

Knowledges, Skills, Abilities & Other Characteristics

  • General knowledge of the principles and practices of human resources administration.
  • Specialized knowledge and skills in public sector personnel selection, including the following:
    • Knowledge of job analysis methods and related research and the ability to conduct and interpret job analysis studies.
    • Knowledge of and ability to apply professional testing standards and federal regulations related to personnel selection standards.
    • Knowledge of measurement theory and practice as well as validation methods; skill in developing valid and reliable selection processes.
    • Ability to understand, analyze, and interpret data derived from employment tests.
    • Ability to understand and apply statistics to tasks, such as setting passing points.
  • Ability to develop strategies to identify, attract, and hire a diverse pool of highly qualified candidates for City jobs.
  • Ability to read and understand documents such as laws, civil service rules, policies, and other technical publications.
  • Oral communication skills and self-assuredness to conduct daily business, such as reaching out to subject matter experts to serve as raters.
  • Presentation skills to be able to provide training and present effectively before groups.
  • Written communication skills, including the ability to prepare job announcement bulletins, written tests, correspondence, notes, and reports.
  • Interpersonal and customer service skills; ability to build rapport with City managers and elected officials, fellow staff, applicants, subject matter experts, community partners, and the public.
  • Cultural awareness and an appreciation for diversity.
  • Active listening and conflict resolution skills, as well as the ability to effectively handle sensitive inquiries and complaints.
  • Ability to function effectively in a collaborative team environment, yet work independently.

  • Ability to learn and use specialized applications such as HRMS and applicant tracking software.
  • Ability to protect the confidentiality of examination and candidate information.
  • Commitment to professional development and staying apprised of best practices in personnel selection and human resources management.

Current Salary

Human Resources Representative (PG 2HX):

  • The current salary range for City of Milwaukee residents is $54,865-$76,806 annually, and the non-resident salary range is $53,519-$74,922.

Human Resources Analyst-Senior (PG 2FX):

  • The current salary range for City of Milwaukee residents is $48,669.92-$67,616 annually, and the non-resident salary range is $47,476-$65,957.

Appointment above the minimum requires approval and will be based on qualifications and experience.

Selection Process

THE SELECTION PROCESS will be job related and will consist of one or more of the following: education and experience evaluation; written, oral, or performance tests, or other assessment methods. The Department of Employee Relations reserves the right to call only the most qualified candidates to oral and performance examinations. Oral examinations may include written exercises. Selection process component weights will be determined by further analysis of the job.

INITIAL FILING DATE: The examination will be held as soon as practical after Friday, February 17, 2017 (Extended through Friday, February 24, 2017 - Final deadline).
