Construction Permit Specialist

Nature of Work

This position is responsible for issuing or denying the issuance of building permits. In order to determine whether or not permits should be issued, the incumbents perform a variety of tasks to include researching, analyzing, interpreting, and applying residential and commercial construction laws, ordinances, regulations, and mandates. Specialists work with owners, owners’ agents, contractors, designers, etc. to explain and coordinate the appropriate documentation and inspections necessary for permitting. The Specialists will also review all of the documentation to determine completeness, determine what additional steps are needed, and make decisions based on laws and policies. Once the process has reached its conclusion, the incumbents calculate and request the payment of fees and enter data and develop reports to document the activities and decisions made. Employees report directly to the Building Official.

Minimum Qualifications

Associate’s degree in building construction, engineering, architecture, or similar and four years of technician level experience in an architectural, construction, engineering, or related technical field. Qualifying experience can substitute for the associate’s degree year-for-year. A related bachelor’s degree can substitute for two years of the experience.

Special Requirements

Certification from the International Code Council (ICC) in Code Enforcement—Permit Technician within the first two years of employment into the classification.

Kind of Examination

Applications are being accepted to fill one (1) vacancy and any vacancies that may occur during the life of the register.  The current vacancy is with the City of Montgomery Inspections Department.  Applicants will be screened and qualified based upon education and experience as shown on the application and supplemental questionnaire.  For this reason, applicants are urged to fill in the application form and supplemental questionnaire completely providing detailed information concerning the kinds of jobs they have held, the dates they held them, where and exactly what their duties were.  If more than five qualified applications are received, the supplemental questionnaire will be used to rank applicants on the register.  Tied scores will not be broken (in accordance with Personnel Rules and Regulations, Rule VII, Section 3). If there are five or less qualified applicants, they will be considered equally qualified and placed on the register in alphabetical order.
