Introduction

The Maryland Insurance Administration (MIA) is an independent State agency that regulates Maryland’s insurance industry and protects consumers by monitoring and enforcing insurers’ and insurance professionals’ compliance with State law.  Through the diligence of a highly professional staff of market analysts, financial analysts, accountants, lawyers, law enforcement officers, actuaries, complaint investigators, and others, the MIA works to facilitate a strong and competitive insurance marketplace where consumers are well informed and treated fairly.  Staff members are subject matter experts who serve as a resource for lawmakers, consumers, and other public and private entities.

 

The MIA is charged with a broad range of responsibilities including the licensure of insurance carriers and insurance producers (brokers/agents) operating in Maryland, the conduct of financial examinations of companies to monitor financial solvency, and the review and approval of rates and contract forms.  The MIA investigates reports of consumer fraud and consumer complaints about life, health, automobile, homeowners, and/or property insurance.  Insurance carriers are subject to market conduct examinations and other actions to monitor compliance with Maryland law.  The MIA also has a unit dedicated to consumer education and outreach, which participates in hundreds of events and reaches thousands of individual consumers annually.

Main Purpose of Job

To investigate and analyze complaints involving all lines of insurance with an emphasis on title insurance producers, and agencies, conduct interviews, and if appropriate, prepare administrative charges and testify at hearings.

To participate with other investigators in developing methods of investigation. This is a technical position requiring a thorough knowledge of the Insurance Article, principles and practices of insurance operations relating to the review of all lines of insurance with an emphasis on title insurance, agency formats and underwriting guidelines.

An Enforcement Officer II must exercise sound judgment and discretion in conducting interviews, have good investigative techniques and compile a comprehensive and logical written summary.

MINIMUM QUALIFICATIONS

Education: Bachelor’s degree from an accredited four year college or university.

 

Experience: Six years of experience as a title producer, law enforcement office or investigative experience in the insurance industry involving the activities and actions of insurance companies, insurance producers, title producers, and other regulated entities conducting insurance business in the State.

 

Note:

1.     Experience as a title producer, law enforcement officer or investigative experience in the insurance industry may be substituted on a year-for-year basis for the required education.

DESIRED OR PREFERRED QUALIFICATIONS

Strong preference will be given to applicants that possess the following preferred qualification(s). Include clear and specific information on your application regarding the qualifications.

·        Candidate should have strong analytic and writing skills; and

·        Experience reading and laws and regulations.
