Main Purpose of Job

MHCC is an independent State agency responsible for planning for health system needs and promoting informed decision-making by providing timely and accurate information on availability, cost, and quality of health care services to policymakers, purchasers, providers, and the public. The Maryland General Assembly mandated that the Commission develop and maintain a system to evaluate the quality of care and performance of various health care providers including hospitals, ambulatory surgery centers, long term care (LTC) facilities (e.g., nursing homes, assisted living facilities) and commercial health benefit plans (HBP) on an objective, comparative basis. To that end, the Commission reports on the performance of healthcare providers and health plans on the Maryland Health Care Quality Reports website, a consumer oriented site that provides quality data on health care delivery system performance. The purpose of this position is to manage LTC provider and HBP performance activities that support MHCC's quality measurement and reporting initiative. Major responsibilities of the position include contract oversight and monitoring, ongoing communication and outreach to LTC providers and HBPs to ensure awareness of MHCC reporting requirements, keeping abreast of developments in quality metrics for website expansion; and serving as the Commission expert on LTC quality measurement issues and trends. The ideal candidate will have a working knowledge of long term care quality issues and performance measurement through related professional experience. Experience in health data management and strong analytic skills are required.

MINIMUM QUALIFICATIONS

Requires a master’s degree in health care policy, public health, health care administration or a closely related field and at least three years related experience.  Must possess knowledge of healthcare quality and clinical data as well as excellent quantitative, analytical and computer skills.
