Introduction

Salary and exact classification will be determined following an assessment of the selected candidate's education, experience and MSDE Certification using the IEPP Salary scale. This is a State-wide recruitment and the resulting eligible list will be used to fill current and future vacancies within DLLR throughout the State. All persons interested in this classification should apply at this time to be placed on the eligible list. The list will be valid for one year. Applicants must submit a new application if applying to any other recruitment of this classification at a different agency.

Main Purpose of Job

To provide instructional services to assigned inmate students toward the educational goals as established by their Individualized Educational Program (IEP) in compliance with state and federal guidelines. Provide instruction to assigned special education inmate students which results in their progress toward specific goals as described in their individualized educational program (IEP). Maintain all records (special education and general education) in compliance with state and federal laws, meeting departmental standards for accessibility, uniformity, and confidentially. Prepare written reports to help determine eligibility for special education services; prepare SSIS forms and special education reports monthly. Plan and organize time, in advance, to provide for effective special education services and instruction. Use approved assessment instruments to determine eligibility for special education services and to determine effectiveness of instruction.

POSITION DUTIES

Plan and organize time, in advance, to provide for effective special education services and instruction.                

Use approved assessment instruments to determine eligibility for special education services and to determine effectiveness of instruction.    

Create a physical and interpersonal climate that is conducive to learning.  Manage all aspects of special education services and classroom instruction.

MINIMUM QUALIFICATIONS

Education: Possession of appropriate educational credentials as determined by the Maryland State Board of Education.

Experience: None

SELECTIVE QUALIFICATIONS

Must possess a current MSDE Special Education Certificate.

DESIRED OR PREFERRED QUALIFICATIONS

Three (3) years of experience providing classroom instruction to students with at least one year in the area of Special Education is preferred but not required for this position. 

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Teachers in State operated school programs are required to acquire and maintain certification to teach in the State of Maryland per Section 6-101 of the Education Article of the Annotated Code and Code of Maryland Regulations (COMAR) 13A.12.01.03B(2). Applicants recommended for appointment will be required to complete an Authorization and Verification of Credentials. Information on requirements for certification and procedures for application may be obtained from the Maryland State Board of Education, 200 W. Baltimore Street, Baltimore, MD 21201-2595.

Additional educational credits beyond the Advanced Professional Certificate must meet the following criteria established by the Institutional Educators Pay Plan Committee in order to qualify for application toward the APC plus 30 (60) levels:

Credits must be beyond the education level held at the time the educational requirements for the Advanced Professional Certificate were met and must either relate to the current job responsibilities or be part of an employer approved program of study. Credits mean semester hours from a regionally accredited college or university or Maryland State Department of Education approved workshops. No more than one half of any additional credits applied to these criteria may be earned through Maryland Department of Education approved workshops.

SPECIAL REQUIREMENTS

Employees in this classification are subject to Substance Abuse Testing in accordance with Code of Maryland Regulation 17.04.09, Testing for Illegal Use of Drugs.  Applicants must consent to State Police and Child Protective Services (CPS) Investigations/Background Checks as a routine procedure for all employees required working in State Juvenile Services Facilities.  Proof of eligibility to work in compliance with the Immigration Reform and Control Act is required.  Once employed, if it is determined that the incumbent does not qualify for at least a Conditional Certificate, the incumbent's employment will be terminated.  Also, failure to obtain and maintain the appropriate Maryland Teaching Certificate will be the basis for termination of employment.

BARGAINING UNIT STATUS

The incumbent in this position is a member of a covered bargaining unit and will be required to pay a bi-weekly service fee to the exclusive representative of the bargaining unit.

Any job offer will be contingent on the candidate providing a U.S. Military form DD 214 verifying honorable discharge from service prior to starting employment (and may be requested prior to interview). Permanent State employees do not need to submit proof of Veterans’ status.
