Main Purpose of Job

The Executive Director for Residential Operations is responsible for oversight of seven (7) state owned and operated residential facilities for youth who are detained pending adjudication and placement, or committed by the court to the custody of the Department of Juvenile Services (DJS or the Department). The Executive Director ensures that the safe custody and general welfare of the youth is maintained, appropriate services are provided and operations are in compliance with laws, regulations, collective bargaining agreements and State and Departmental policies and procedures. The Executive Director may be assigned oversight of statewide transportation for youth in the Department’s care. The Executive Director responds to/manages crisis situations that jeopardize public, staff or youth safety, while serving as the first point of contact for notification of critical incidents within the Operations Division up through the Deputy Secretary. The Executive Director oversees a budget of approximately $35.7 million.

MINIMUM QUALIFICATIONS

EDUCATION: High School diploma or G.E.D. certificate acceptable to the Maryland State Board of Education as described in the Correctional Training Commission regulation.

NOTE:  For education obtained outside the U.S., a copy of the equivalent American education as determined by a foreign credential evaluation service must be provided prior to hire. 

EXPERIENCE: Ten years of experience consisting of: Six years of direct care experience providing supervision and guidance to youth in a juvenile facility or juvenile services community program for at-risk youth or in a correctional setting. Four years of experience exercising supervisory or managerial responsibility for line and/or managerial staff providing services to juveniles.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification will be assigned duties which require the operation of a motor vehicle. Employees will be required to possess a motor vehicle operator’s license valid in the State of Maryland.
