Main Purpose of Job

This position is responsible for organizing, planning, and coordinating Child Support Administration (CSA) operations to include systems, audits, budgets, performance, contracts/procurements, and cooperative reimbursement agreements statewide for the Department of Human Services central, metro (including Baltimore City), and local child support offices. The incumbent in this position oversees Local Area Network (LAN) operations for central, metro counties, and the Maryland State Disbursement Unit through vendor contracts. This position also includes budget management of all CSA locations totaling approximately $92.2 million as well as oversight of a bank account that handles approximately $794,071 in transactions and is responsible for directing the State Disbursement Unit, collecting and disbursing appropriately $565.6 million.

 

POSITION DUTIES

Serves as the executive sponsor for Information Technology related projects essential to the strategic and operational objectives of CSA; oversees the determination of a prioritization schema of system improvements to the Child Support Enforcement System, as well as other systems supporting central, metro (including Baltimore City), and local CSA staff; maintains a detailed understanding of and provides direction and assistance on statewide system processes to ensure consistency and accuracy to achieve federal performance measures; oversees management of the day-to-day operations of LAN administration for CSA central and satellite offices, including establishment of policies and procedures, allocation of equipment, prompt resolution of issues, and project prioritization through a vendor contract; plans, directs, and determines the overall design, roles, functions, goal settings, and achievements of assigned functional areas to ensure efficient and effective operations; oversees the daily operations within CSA central office; and provides assistance to the metro child support offices, including Baltimore City, and local child support offices within the Local Departments of Social Services.

Directs and manages the responsibilities of the State Disbursement Unit to include contract monitoring and managing the responsibilities of the centralized payment processing of child support receipts including tax and vendor offsets; oversees all aspects of budgeting for CSA including budget development and modification, securing funding for new projects, oversight and review of expenditures; prepares CSA budgets, assists metro child support offices with budget presentations and responses and/or testifies as necessary at the Department of Budget and Management and Maryland General Assembly; ensures the timely, accurate submission, and processing of all contract/procurement related duties for CSA to process agreements and contracts to prevent any lapse in services or funding for various information technology interfaces with other State agencies to support programs that impact CSA's ability to meet Federal regulations, performance requirements, and State statutes; represents the Department and CSA at the Maryland Board of Public Works and responds to inquiries related to CSA procurement actions; manages all Federal and State audits of CSA (Internal Revenue Service, Federal Office of Child Support Enforcement, Office of Legislative Affairs, State Single Audit, Office of Inspector General, etc.); ensures completion and filing of reports to the US Department of Health and Human Services, Administration for Children and Families, Office of Child Support Enforcement to provide maximum benefit to the State; and performs other duties as assigned.

MINIMUM QUALIFICATIONS

Education: Possession of a bachelor's degree from an accredited four-year college or university.  

Experience: Five (5) years of senior management level leadership experience in a combination of the following areas: public budget/accounting, auditing, statistical analysis, contract monitoring and/or procurement. Two years of this experience must have involved the supervision of other employees and/or exercising responsibility of monitoring operations.

Note: Additional graduate level education at an accredited college or university may also be substituted for the required general experience at the rate of 30 semester credit hours for one year of the required general experience. 

DESIRED OR PREFERRED QUALIFICATIONS

The ideal candidate will possess the following:  

·  Experience with the Title IV-D Child Support Program.

·  Experience with Microsoft Word, Excel and PowerPoint.

·  Experience with leadership, ability to plan, organize, direct, and manage multiple projects to meet strict   deadlines.

·  Must possess strong analytical, written, oral communication, problem solving and critical thinking skills.
