Introduction

NOTE: While the position is full-time day-shift under day-to-day conditions, it is subject to an on-call rotating schedule according to assignment within the State Emergency Operations Center (SEOC) to attend to all emergencies on a statewide 24/7 basis.

MEMA is looking for a diligent, detail-oriented individual who is excited about making Maryland a safer place to live and work by leading and managing the Agency’s communications, outreach, and external partnerships programs.

MEMA is the agency of State government with primary responsibility and authority for emergency preparedness policy, and for coordinating hazard mitigation, incident response, and disaster recovery, helping to ensure that all Marylanders are prepared, making Maryland more resilient.

Main Purpose of Job

This position has direct responsibility for the strategic direction, oversight, and execution of the MEMA External Outreach Branch through planning, directing, managing, evaluating, and administering all aspects of the Agency's external outreach programs. The External Outreach Branch Manager serves as Agency spokesperson and manages communications, outreach, and external partnership programs. This position oversees public information and media relations, social and digital media, community preparedness, Community Emergency Response Team coordination, the Private Sector Integration Program, Voluntary Organizations Active in Disaster coordination, website development, and external affairs. This is a leadership position within MEMA.

 

This is a Management Service position, and serves at the pleasure of the Appointing Authority.

POSITION DUTIES

Duties of this position include, but are not limited to:  

  • Serving as a liaison to the media, the general public, and external stakeholders and providing decision support to MEMA executives, the Governor’s office, and other senior state executives.
  • Leading public communications, media relations, social media, and marketing efforts for MEMA.
  • Developing and providing risk communications to residents and stakeholders before, during, and after disasters and emergencies.
  • Developing and evaluating programs to increase community preparedness and resilience.
  • Increasing partnerships with external stakeholders, including the private and nonprofit sectors, communities, and voluntary organizations.
  • Supervising staff within the External Outreach Branch.  

This position supports planning efforts and other initiatives in the Risk Reduction and Strategy Directorate and the Agency, including:  

  • Supporting the development and ongoing maintenance of the State Disaster Risk Reduction Plan as well as providing strategic input on agency initiatives and priorities.
  • Collaborating with others in the Disaster Risk Reduction Directorate on projects and programs aimed at building community resilience, conducting efficient long-term recovery, and reducing risk caused by disasters.
  • Supporting Maryland's strategic goals and objectives for homeland security.

MINIMUM QUALIFICATIONS

Education: Possession of a Bachelor’s degree from an accredited college or university.

Experience: Three years of relevant, professional experience, working in program or project management, communications, emergency management, and homeland security.

Notes

1. Candidates may substitute additional professional work experience on a year-for-year basis for the required education.

 2. Candidates may substitute additional graduate level education at an accredited college or university at the rate of 30 semester credit hours for each year of the required experience.

3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work that included the regular independent judgment and analysis in applying and interpreting complex administrative plans, policies, rules or regulations or analysis of operational programs or procedures with recommendations for improvement on a year to year basis for the required education and experience

DESIRED OR PREFERRED QUALIFICATIONS

Strong preference will be given to applicants that possess the following preferred qualification(s). Include clear and specific information on your application regarding the qualifications.

·        Experience working with national and local news media, external communications, and marketing.

·        Experience working on public-private partnerships, including with or between businesses, community and trade associations, and voluntary organizations.

·        Experience in homeland security and emergency management.

·        Strong technical and presentation skills.

·        Strong communication skills.

·        Managerial, supervisory, and leadership experience.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.
