Main Purpose of Job

This is a professional level position responsible for the overall management and direction of the Workforce and Technology Center (WTC) services for individuals who are Blind/Visually Impaired and/or Deaf-Blind.

POSITION DUTIES

Provides leadership and technical assistance in the planning, implementation, and administration of programs and services for individuals who are Blind/Visually Impaired and/or Deaf-Blind which contributes to the Agency's goal of promoting independence and employment of individuals with disabilities.  Provides direct supervision to assigned staff  to ensure the delivery of quality services which are consistent and in accordance with established protocol. Provides leadership and technical assistance to DORS/OBVS staff to ensure the delivery of appropriate WTC services for consumers served. Maintain expert knowledge of research studies, technology, medical information as it relates to diabetic services, community resources and the development and management of services for that population.

MINIMUM QUALIFICATIONS

Education:

Bachelor’s Degree is required.  A Master’s Degree is preferred.

Experience:

Three years of professional experience in administration, teaching or rehabilitation work in education or rehabilitation programs for individuals who are Blind/Visually Impaired.

DESIRED OR PREFERRED QUALIFICATIONS

Knowledge of leadership skills and team building process, including conflict resolution.  Effective written and oral communication skills. Experience serving individuals who are Blind/Visually Impaired and Deaf-Blind, as well as experience with developing and managing programs for these populations.  Knowledge and experience with assistive technology including assessment protocol, training techniques and application of technology.   Knowledge of employment trends and occupational outlook for individuals who are Blind/Visually Impaired and Deaf-Blind. Ability to facility large and small group activities, including but not limited to support groups, instructional/training groups etc. Knowledge of medical research, techniques and equipment for Diabetic management.  Serve as resource  and provide technical expertise to WTC and DORS/OBVS staff in the expansion, management and direction of services for individuals who are Blind/Visually Impaired and/or Deaf-Blind; provide support, education/training and guidance to WTC Service Providers  and DORS/OBVS Field Staff for the facilitation of quality services.
