Main Purpose of Job

This position plans, implements, and coordinates rehabilitation and employment services for individuals who are Deaf/Hard of Hearing (Deaf/HOH) being served at the Workforce & Technology Center and provides services within Regional offices throughout the State of Maryland. This position works in partnership with the regional Rehabilitation Counselors for the Deaf (RCD’s) and the local business community to develop job opportunities, provide job placement and on-the-job supports to promote worksite integration, and assists consumers in obtaining and maintaining employment. This position works as a member of an interdisciplinary team to ensure the delivery of comprehensive services to Deaf/HOH individuals that contribute to the achievement of established employment goals, objectives, and outcomes.

POSITION DUTIES

Place Deaf/HOH individuals into employment and provide support services. Perform job development and job placement activities for DORS consumers who have graduated from WTC Training Programs and support employment services to other regions as needed; provide job seeking skills training; consult on job readiness and placement issues and labor market trends; communication and cultural information as it relates to Deaf/HOH people; ADA and accommodation issues for DORS staff and consumers; interface with businesses throughout the state to develop employment, internship and on-the-job training opportunities and to provide information and technical assistance on employment of Deaf/HOH individuals; assist in staff training on job development/placement and labor market issues; maintain AND liaison with organizations and committees concerned with employment; give presentations as needed related to employment; maintain files on businesses, employment-ready consumers, and job orders; document consumer contact and job placement activities.   

MINIMUM QUALIFICATIONS

Education: Bachelor's Degree from an accredited college or university.

Experience: Level I - Professional experience in a behavioral/social science or business related field is preferred.  Level II - Two years of professional experience in a behavioral/social science or business related field is required; a Master's Degree in a behavioral/social science or business related field may be substituted for one year of required experience.

SELECTIVE QUALIFICATIONS

Proficiency in American Sign Language is required.

DESIRED OR PREFERRED QUALIFICATIONS

Knowledge of: Deaf Culture and principles/practices of job development and job placement for this population; principles, procedures and regulations involved in providing rehabilitation services; professional counseling, interviewing, and evaluation procedures; relationship between functional limitations presented by disabilities and employment goals; social and economic structure of the community organizations and groups providing services and information for people with disabilities; practices relating to job search and employer outreach activities; and of laws and regulations governing the administration of vocational rehabilitation, special education, social security, and social services. Ability to: communicate proficiently using American Sign Language; effectively plan and organize assigned work and meet established performance standards; coordinate and deliver multidisciplinary services required to support rehabilitation programs; analyze and interpret complex and varied medical, psychological, and vocational reports; assess consumer performance to determine job readiness and appropriateness for competitive employment; develop worksite and job opportunities; establish and maintain appropriate relationships with consumers, family members, employers, representatives of public and private organizations, providers of rehabilitation services, general public, and government officials;  conduct work behavior training, employer seminars, and work site surveys. Regular attendance and ability to complete work in a timely manner is required.
