Main Purpose of Job

This is a professional position responsible for supervising, managing and coordinating the Extended Learning Section, which involves providing direction and support to the Youth Development Branch Director, Education Program Specialists, and 21st Century Community Learning Centers (CCLC) grantees as well as overseeing grants, contracts and operations related to 21st CCLC.

POSITION DUTIES

Supervises and oversees the development and implementation of an annual program plan that includes activities and timelines related to application review and approval processes, administrative meetings and training workshops for all grantees; directs the planning and implementation of an annual monitoring plan for programs and projects operated by the Section to determine program effectiveness and compliance with State and federal requirements; directs the development and publication of an annual report card for 21st CCLC programs; supervises staff within the Section and conducts all performance evaluations using departmental policies and procedures; manages all grant awards and grant modifications for programs administered by the Section to ensure compliance with federal requirements; provides professional development to grantees in Maryland’s 24 jurisdictions; plans and schedules quarterly meetings with interdepartmental team to discuss challenges and tangible solutions for grantees.

MINIMUM QUALIFICATIONS

EDUCATION: Possession of a Master’s Degree or equivalent 36 credit hours of post-baccalaureate course work in Education, Education Administration/Supervision or a related field.

EXPERIENCE: Five years of administrative or teaching experience in, or affiliated with, an education program, including two years of experience in coordinating or administering a federally or State regulated education program or service directly related to the position; managing an out of school time program and experience coordinating student services program preferred.

NOTES:

  1. Possession of a Doctorate in a field related to the position may be substituted for one year of the required experience.
  2. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Education Program classifications or Education Program specialty codes in the Education field of work on a year-for-year basis for the required experience and education.

DESIRED OR PREFERRED QUALIFICATIONS

Knowledge of the administration of afterschool programs; knowledge of 21st Century Community Learning Centers (21st CCLC) and other state funded afterschool programs; knowledge of grant processes, financial grant management and program management; skill  in implementing, monitoring and evaluating education programs and making sound recommendations; skill in designing, implementing and evaluating professional development programs; skill in organizing and managing multiple timelines; ability to work as a team member and ability to establish and maintain effective working relationships; ability to communicate effectively, both orally and in writing.

LIMITATIONS ON SELECTION

Proof of eligibility to work in compliance with the Immigration Reform and Control Act and travel throughout the state are required.  Any misrepresentation of academic or experience requirements for this position may result in non-selection or termination of employment.
