Main Purpose of Job

This position manages, controls and reports on all fiscal (budget, procurement, and accounting) operations of this organization in accordance with all applicable statutory procedures. This position is required to advise the Managing Officer who is responsible for assuring the institutional objectives are met while remaining within the authorized appropriations.

POSITION DUTIES

The duties for this position include, but are not limited to:

Preparing and managing budgets for the South Region Administration facilities.  Drafts justification for the South Region Administration budget submissions.  Reviews facility budget submissions to determine to determine adherence to established budgetary guidelines and procedures.  Analyzes budgetary priorities and constraints and makes appropriate recommendations.

Analyzes the South Region Administration budget on a monthly basis to ensure that expenditures stay within budgetary appropriations.  Verifies and identifies discrepancies and develops strategies to resolve.

Plans, organizes and supervises the work of subordinate employees.

Monitors expenditures for the South Region Administration.  Reviews, approves and analyzes periodic and special reports to meet the South region Administration and funding source requirements.  Completes monthly expenditure and budget projections.  Reviews and recommends approval/disapproval of invoices for the South Region Administration and the facilities.  Implements the Division’s cost reduction strategies, particularly related to the ordering, storing, and dispensing of commodities and equipment.

Responsible for assuring legislative audit compliance in all fiscal areas of the south Region Administration.  Assists with audit compliance issues for the South Region Administration.

Coordinates, manages and prepares the annual fiscal year end close out for the South Region Administration in accordance with generally accepted accounting principles.

Serves as liaison with the Department of Public Safety & Correctional Services - Division of Finance to obtain/provide information and resolves budget and expenditure issues related to Headquarters and facility operations.  Provides information to auditors’ reviewing the fiscal services and implements corrective action plans.  Manages and reports funding/spending of annual supply budget for headquarters.

MINIMUM QUALIFICATIONS

Education: A Bachelor's degree in Accounting from an accredited college or university or a Bachelor's degree from an accredited college or university with 30 credit hours in accounting and related courses, including or supplemented by 3 credit hours in audit.

In order to meet this educational requirement an unofficial copy of your transcript must accompany your application or the coursework must be listed on your application. For education obtained outside the United States, you will be required to provide proof of the equivalent American education as determined by a foreign credential evaluation service. This evaluation must be submitted with your application.

Experience: Four years of experience examining, analyzing and interpreting accounting systems, records and reports by applying generally accepted accounting principles.

Notes:

1. Applicants who had met the requirements for admission to the CPA examination prior to July 1, 1974 will be considered to have met the educational requirement referenced above.

2. Possession of a certificate as a Certified Public Accountant or a Master's degree in accounting from an accredited college or university may be substituted for one year of the required experience.

3. Applicants may substitute one year of professional budgeting experience or one year of professional auditing experience for one year of the required experience.

4. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Administration classifications or Financial Management specialty codes in the Financial field on a year-for-year basis for the required experience.

SELECTIVE QUALIFICATIONS

Applicants must meet this selective qualification to be considered. Include clear and specific information on your application regarding your qualifications.

Two years supervisory experience in an accounting or finance unit.

DESIRED OR PREFERRED QUALIFICATIONS

The following qualification is preferred, not required:

 

Budget experience in a multi-functional finance unit.
