Main Purpose of Job

This position supports the Maryland Lottery Gaming and Control Agency (MLGCA) The Subscription program by processing, recording, adjusting, balancing and preparing financial deposits daily associated with subscription's, new applications and renewals, as well coordinate and processing of Merchandise prizes well over $4 million dollars. The position also supervises the aforementioned functions performed by a subordinate staff. This process allows subscribers the ability to participate in (MLGCA) without having to purchase and individual ticket on schedule (Mega Million /Multi-Match) drawings. This actively enables the (MLGCA) the ability to provide revenue, which support state programs and services benefiting the citizens of Maryland.

POSITION DUTIES

Supervise, Prepare, and Reconcile certificates of deposit for subscriptions on checks processed the previous day using established procedures.

Supervise, Re-Issue / Undeliverable ensure the re-direct of checks that were returned to Annapolis with instructions are handled timely and appropriately.

Supervise and Merchandise Prizes: Accurately process forms and documents in order to ensure the timely payments of second chance and promotional winners for payment.

Supervise and Modifies: Subscriber’s demographic information on the subscription or claims form as requested using the established unit procedures.

Bad Checks: Promptly delete records on checks returned from the bank due to insufficient funds, ensuring the tracking is updated for all deleted items.

Stop Payment & Re-Issue: Gather supporting documentation, draft written correspondence, timely and consistently complete the appropriate forms designed for subscribers inquires.    

Process Subscriptions: Generate membership cards by processing subscription renewal and new applications on the A-11 using established procedures.  Assist with daily keying of subscriptions and the opening of mail as required to assist with volume of work.    

Procurement Officer prepares requisition and maintains ample supply of Office Supplies for CRC.  Order special department office supplies, by way of Procurement Department.

CCU AND Child Support monitor the monies from claimants that are flagged for CCU or Child support intercept programs, in order to ensure funds are disbursed to the appropriate agency, as well as prepare request for reimbursement, using the established procedures and policies.

Supervise and manage a staff of subordinate employees to include providing daily direction and training as needed, ensuring appropriate coverage through leave approval, conduct evaluations through the PEP process, and initiate corrective action when warranted.

Provides agency support and coverage in or to continue a smooth flow of business to customers in and out of the office.

CLAIMS PROCESSING

Advise and participate in the processing of claims for payment when needed. Prepare income tax information that has been issued at MLGCA forwarded to headquarters from a designated 5K agent location using established procedures.

Advise customers with prize check on general agency information and facilitates requests to general W2g’s tax form using established procedures.

Provides agency support or coverage in order to continue a smooth flow of business customers in and out of the office as requested by supervisor and according to established procedure.

Process and cash winning tickets for customers that comes to headquarters when needed due to staffing.    

CUSTOMER SERVICE

Research and investigate activity on membership card and advise customer.

Assists with directions, general information, inform players of current and promotional games our   policies and procedures.  Mail claim form, winning number’s list and providing winning numbers via the telephone and or email.

MINIMUM QUALIFICATIONS

Education: Graduation from an accredited high school or possession of a high school equivalency certificate.

Experience: Three years of experience reconciling agency accounting systems to fiscal control systems or developing automated spreadsheets, ledgers and reports using accounting software packages or identifying budget trends and recommending budget realignments.

Notes:

1. Experience calculating and recording financial, statistical or other numerical data may be substituted on a year-for-year basis for the required high school education.

2. Candidates may substitute U.S. Armed Forces military service experience in Financial Clerical/Finance Technicians classifications or specialty codes in the financial field of work at a rate of one year of military experience for the required experience.

DESIRED OR PREFERRED QUALIFICATIONS

 

·         Experience with bank reconciliations

·         Experience in analyzing transactions into debits/credits and posting to a general ledger

EXAMINATION PROCESS

BARGAINING UNIT STATUS

The incumbent in this position is a member of a covered bargaining unit and will be required to pay a bi-weekly service fee to the exclusive representative of the bargaining unit.
