Main Purpose of Job

The Maryland Workers' Compensation Commission (WCC) is seeking an energetic and creative Enterprise Modernization Senior Data Architect/Developer (EM Sr DDA). The EM Sr DDA works as a key member of the Enterprise Modernization team to identify and develop scalable and comprehensive solutions to extract, virtualize, or consume data from source systems or models, transform data according to business requirements and metadata rules, and load data into structures and presentation models. The ideal candidate has a strong understanding of database methodology, data analysis, advanced SQL, and business intelligence applications to support the development of the next-generation apps to facilitate WCC’s effort to increase automation and efficiency in providing world-class services to the people of Maryland. The EM Sr DDA collaborates with business subject matter experts, customers, stakeholders, and EM application architects and developers to create standard access patterns to enterprise data and apply appropriate data security measures to support operational and reporting requirements across the enterprise. Tool suites used regularly include, but are not limited to:

·SQL Server 2014 or newer relational database engine, T-SQL language, integration services (SSIS), reporting services (SSRS), analysis services (SSAS), master data services (MDS), performance tuning tools, connectivity components

·Bizagi Studio: process, data, and user interface (UX) modeling, design, and connectivity components

·Bizagi Engine: work portal and process automation/execution

·Visual Studio with Team Foundation Server 2017 or newer: .NET app team development IDE, GIT app team version control, requirements management, Agile project management tools, project reporting tools and DevOps tools

·Office 2010 Pro or newer product family : Word, Excel, PowerPivot, Outlook, PowerPoint, Visio, SharePoint, and Project

·Analyze legacy databases, business requirements, and process models to determine required cleansing, deduplication, normalization, relationships, optimized data structures, and define master data to support WCC’s next generation process automations

POSITION DUTIES

·Analyze legacy databases, business requirements, and process models to determine required cleansing, deduplication, normalization, relationships, optimized data structures, and define master data to support WCC’s next generation process automations

·Become a data design, implementation, and external data integration expert within the Bizagi digital transformation environment and/or in other low code/no code process automation toolsets that may be used in WCC’s Enterprise Modernization (EM) project

·Design structured data models with defined entities and their corresponding attributes that also promote object oriented model designs. This includes the use of Data Virtualization or Data Replication, when applicable, for integrating with external data sources.

·Maintain a technical oversight role for data components of new and updated process automations. Instigate best practices for security, automated testing, roll-out and version control of data designs across app development project teams;

·Provide second-level technical support for complex database related issues

·Provide training and mentoring to app developers, quality assurance staff, database administrators, technical support staff, and end users to improve skills needed to succeed in their roles’ interactions with new or updated data in the enterprise. Use highly effective oral and written communications skills to gather requirements, develop testing and end user training plans, obtain customer feedback, and to develop clearly written, understandable, and comprehensive technical and end user documentation for all assignments

·Demonstrate a strong customer focus and the ability to deliver effective technology solutions that also delight customers. Your flexibility and ability to apply other current technology skills and to adapt to a variety of related information systems team assignments in addition to core EM Sr DDA responsibilities is highly desirable

MINIMUM QUALIFICATIONS

Education: This position requires a Bachelor’s degree from an accredited college or university with a major in computer science, information systems, engineering, business, or a related scientific or technical discipline (or provide accreditation of a foreign college or university degree by a member of the National Association of Credential Evaluation Services (NACES)).; or three (3) years of equivalent experience in a related field

Experience: Five (5) years of experience developing IT solutions at the enterprise–level, of which at least two (2) years must be experience building data models, integrating external data sources, defining business and work allocation rules, and executing application processes using low-code/no-code toolsets.

SELECTIVE QUALIFICATIONS

The following are required qualifications. Candidates MUST POSSESS the following:

·At least (3) years’ experience building data models, integrating external data sources, participating in user interface/user experience (UI/UX) design work, defining data structures, attributes and other requirements to support business and work allocation rules in the role of lead data architect/developer and manager for process automation projects using low-code/no-code toolsets (for example, Appian, Bizagi, Salesforce, etc.).

·This individual must also demonstrate a strong background in contemporary data engineering principles, security techniques, information systems’ development frameworks and design patterns.

·At least five (5) years of experience in database design, development and administration for data driven web application solutions using Microsoft SQL Server, SOAP or RESTful web services of which at least two (2) years includes professional experience developing, testing, implementing, administering and maintaining Microsoft SQL Server 2014 or newer relational database management systems on Windows Server 2012 R2

Note: Completion of at least nine credit hours of upper level or post graduate coursework from an accredited college or university in relational database management systems development, administration, and/or data science using Microsoft SQL Server 2014 or newer may be substituted for required experience on a year for year basis

DESIRED OR PREFERRED QUALIFICATIONS

·Experience creating extract, transform, and load (ETL) tasks using SQL Server Integration Services (SSIS), creating parameterized SQL Server Reporting Services (SSRS) reports, writing complex T-SQL queries, developing stored procedures, data connectivity a methods

·Experience tuning T-SQL queries and indexes, troubleshooting data related issues, and working with modern data security best practices and encryption techniques

·Excellent oral and written communication and presentation skills including ability to interact effectively with various levels within the organization and experience engaging and working with vendors/partners to effectively deliver projects

·Experience designing and developing data structures and attributes for apps using low-code/no-code solutions such as Bizagi Studio, OutSystems, Appian, Pega, Mendix, or other similar toolsets

·Experience planning, designing, and transforming legacy data, business process reengineering, organizational change, and integrating multiple independent technology components including enterprise content management (ECM), case management, and secure web based business systems

·Working knowledge of administering recent Windows operating systems, and application servers within an Active Directory forest using built in Windows MMC snap-ins and/or Powershell

·Working knowledge of Microsoft Visual Studio, ASP.NET, C#, Team Foundation Server, GIT

SPECIAL REQUIREMENTS

·Employee may be required to be on-call or occasionally or asked to work outside of normal work hours or on weekends for production emergencies as well as planned system upgrades and therefore required to provide the agency with a telephone number or other mutually agreeable contact method where the employee can be reached.

·Employee may be required to drive to Agency Regional Site locations and must have a valid Driver's License.

BENEFITS

Leave may be granted to a temporary/contractual employee who has worked 120 days in a 12 month period. This leave accrues at a rate of one hour for every 30 hours worked, not to exceed 40 hours per calendar year. 

Contractual employees who work for an agency covered under the State Employee and Retiree Health and Welfare Benefits Program (the Program), have a current employment contract and work 30 or more hours a week (or on average 130 hours per month) may be eligible for subsidized health benefits coverage for themselves and their dependents.  As a contractual employee, you will be responsible for paying 25% of the premiums for your medical and prescription coverage, including any eligible dependents you have enrolled. The State of Maryland will subsidize the remaining 75% of the cost for these benefits. You can also elect to enroll in dental coverage, accidental death and dismemberment insurance, and life insurance, but will be responsible to pay the full premium for these benefits.
