Main Purpose of Job

The main purpose of this position is to install, configure, and maintain computer hardware and software at Howard County DSS (HCDSS) on the Local and Wide Area Networks (LAN/WAN) for the Department of Human Services' Enterprise Network of over 200 sites. This is to ensure that network connectivity is successfully operating within HCDSS for its customers. This includes responding to and resolving work order requests; troubleshooting and/or determining the hardware and/or software requirements needed to ensure optimal network performance; installing operating systems and reconfiguring software for CIS, CSES, CARES, FMIS and other statewide programs and initiatives; configuring emulation (EXTRA) software for mainframe connectivity, print drivers for printers, and other communication devices; relocating and re-imaging PCs to meet specific program requirements; diagnosing, tracing and resolving network connectivity problems from the workstation to the server; assisting the LAN/WAN unit with network projects and tasks; replacing and/or installing network cards, hard drives, data wiring, data jacks, and other peripheral devices that are used to connect users to the DHR production environment; and staying abreast of the latest technology.

This position also provides hardware, software, network, and cabling services to satellite locations such as the Child Advocacy Center in Ellicott City, Howard County General Hospital, Community Action Council, Sheriff's Office and the Multi-Purpose Center in Laurel, MD. At all times, the incumbent will provide customer service to both internal and external customers that meet or exceed the standards set by the Department.

POSITION DUTIES

Configures, manages, and updates Network hardware and software to provide for efficient and effective network performance; including installing and configuring Networking Operating System and communications software for the LAN, providing ongoing user support for the HCDSS Enterprise Network users.  This includes Network Operating Systems, images, Active Directory, Gmail Print Drivers and other software programs as required. At all times, the incumbent will provide customer service to both internal and external customers that meets or exceeds the standards set by the Department.

Responds to and resolves work orders for diagnosing, tracing, and resolving network connectivity problems for HCDSS users.  This includes troubleshooting computer hardware from the PC at the users location back to the server in the data closet, software, data wiring problems and implementing modifications as required.

Responds to and resolves requests for HCDSS Enterprise Network users for hardware installation/relocation, and/or software installation/upgrade work orders via the CIS Work Request System or Authorized Emergency Project requests.  This includes, but is not limited to PC's - network/stand alone, printers-network/DAP, hubs, switches, and servers; installing network cards, hard drives, data wiring, patch panels, data jacks, and other peripheral devices.

Works with other  CNS and IT staff on DHS projects and tasks such as site moves and new facilities, MD CHESSIE installations and software upgrades, PC replacement / Install upgrades which includes Active Directory installation, Google installation, user account creation/modification, verification of user home directories and drive mappings to ensure rights and privileges to folders and drives are accurate for DHS Enterprise Network users.

Agency Security Monitor and HCDSS cell phone administrator/custodian.

Completes other required OTHS and unit duties to satisfy operational needs

MINIMUM QUALIFICATIONS

Education: Bachelor's degree in computer information technology, management information systems, or other information technology related field, to include course work in local or wide area computer networks, from an accredited college or university.

Experience: One year of experience planning, integrating and maintaining software and hardware for local or wide area computer networks.

Notes: 1. Candidates may substitute completion of high school or high school equivalency certificate and eighteen months of experience converting data from project specifications by preparing program code using generally accepted computer programming languages or other developmental tools; planning, installing and maintaining data communications network lines and devices; or evaluating, implementing and maintaining computer hardware and software for the required education.

 2. Candidates may substitute completion of high school or high school equivalency certificate and fifteen credit hours from an accredited college or university in systems analysis and applications programming using generally accepted computer programming languages or other developmental tools for the required education.

 3. Candidates may substitute completion of high school or high school equivalency certificate and completion of a certification program in Network Administration, such as Certified Novell Administrator (CNA), Microsoft Certified Product Specialist NT 4.0 Administrator or equivalent certification program for the required education.

 4. Candidates may substitute experience in one of the following areas on a year-for-year basis for a high school education: operating computer systems, scheduling, controlling input and output or maintaining backups or data storage, processing data on computer systems, evaluating, implementing and maintaining computer hardware and software or converting data from project specifications by developing programs using generally accepted computer programming languages or other developmental tools.

5. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Network Analyst classifications or Network Integration and Management specialty codes in the Information Technology field of work on a year-for-year basis for the required experience and education.

DESIRED OR PREFERRED QUALIFICATIONS

Strong preference will be given to applicants that possess the following preferred qualification(s). Include clear and specific information on your application regarding the qualifications.

The ideal candidate with have:

1) Six months experience in managing Local & Wide Area Network needs

2) Six months experience providing network support and maintaining networking systems.

3) One year experience in using Microsoft Office Suite software applications.

4) Six months experience in Web design.

BARGAINING UNIT STATUS

The incumbent in this position is a member of a covered bargaining unit and will be required to pay a bi-weekly service fee to the exclusive representative of the bargaining unit.
