Main Purpose of Job

Presides over formal quasi-judicial and quasi-legislative hearings that affect public service companies and/or their customers, either alone or as a member of a panel with two Commissioners. Writes clear and comprehensive rulings and orders as of the result of the quasi-judicial or quasi-legislative hearings. Provides formal mediation/alternative dispute resolution services to resolve disputes between public service companies and customers and supervises/presides over work groups to ensure they meet the goals assigned to them.

MINIMUM QUALIFICATIONS

Education: Possession of a Juris Doctor or equivalent degree from an accredited school of law.

Experience: Seven years experience in the practice of law.  Within the past nine years, must have a minimum of seven years of experience either presenting exhibits or evidence, examining witnesses, and submitting written briefs in a contested evidentiary hearing before a quasi-judicial body or a trial court; or preparing proposed decisions for a trial court or quasi-judicial body.

Note:

1. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in general attorney classification or general attorney specialty codes in the legal and kindred group field of work on a year-for-year basis for the required experience and education..

LICENSES, REGISTRATIONS AND CERTIFICATIONS

1. Candidates must be a member of the Maryland bar at the time of appointment.

2. Employees in this classification may be assigned duties which require the operation of a motor vehicle.  Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.
