Main Purpose of Job

This position provides advanced technical expert level of work for implementing and overseeing compliance of the Maryland Medicaid Long Term Supports and Services (LTSS) and In-home Assurances System (ISAS) system and users. This position evaluates, analyzes, researches and develops policy for conducting provider audits, trend reporting, developing scorecard evaluations, and standardizing compliance measurements across OHS. This position initiates, plans, designs, and executes development of databases for tracking quality of care and fraudulent provider action among LTSS/ISAS provider and support planner populations. In addition to assessing and drafting the database requirements, the position also assesses avenues for expanding compliance initiatives, data collection and audits. This position supervises employees in completing high-priority LTSS/ISAS compliance and payment audits. Specifically, this position involves developing external compliance databases and supervising the integration of external systems into the LTSS/ISAS system, such as the Reportable Event Tracker and the Real-Team Phone Call Audits. The position also involves developing and implementing advanced data workflows based on LTSS/ISAS compliance initiatives, as well as Department policy and business processes.   In addition to provider compliance management, position will support LTSS project contract management, procurement, finance, reporting, and oversight. Position will manage large state contracts, write technical requests for proposals, track financial expenditures, and ensure compliance with all financial rules and regulations.

MINIMUM QUALIFICATIONS

Education: A Bachelor's degree from an accredited college or university.

Experience: Five years of experience in administrative staff or professional work. One year of this experience must have involved one or more of the following: the supervision of other employees, overseeing and coordinating the general operations of a unit, applying rules and regulations, or exercising responsibility for the development of policies or procedures.

Notes:

1. Additional experience in administrative staff or professional work may be substituted on a year-for-year basis for the required education.

2. Additional graduate level education at an accredited college or university may be substituted at the rate of 30 semester credit hours on a year-for-year basis for the required general experience.
