Main Purpose of Job

The main purpose of this position is to perform managerial level work in the local health department's behavioral healthcare system. This position requires clinical background specific expertise, and work-related experience with programs who serve clientele with co-occurring disorders, both SUD and concurrent psychiatric/mental health diagnoses. Employee is responsible for directing programs unique to this agency's mission and operations (Behavioral Health Outpatient Clinic, Early Intervention Program/DWI Education and Detention Center Substance Use Disorder Program) and provides assistant to the Program Director all aspects of program oversight, with the ability to make independent decisions regarding treatment program management and operations to include staffing, staff supervision, grants and budgetary issues. Employee has supervisory and managerial responsibility for the work of other employees in the Skilled or Professional Services.

This position develops, directs and manages all activities of the three substance use disorder programs within the Addictions Services Department of the Health Department. This position requires advanced clinical knowledge, experience, and expertise relative to mental health/psychiatric disorders as well as the co-occurring disordered population. The position establishes overall policies and procedures for the programs, oversees implementation and approves revisions. It establishes and evaluates program goals, standards, and controls to meet program mission and objectives. The position oversees and manages the personnel and financial resources of the programs to include; development of short and long-range plans for program operations and resources, staffing needs of the programs, development and training of program staff, planning, coordination, supervision and evaluation of the work of subordinate staff. The Assistant Director represents the department as a liaison with Directors, Managers of other agencies and Public Officials concerning program development, activities, collaborations and promotes the program through contacts with interested groups, and the general public. This position performs other related duties as required by the department, states regulatory and accreditation agencies.

MINIMUM QUALIFICATIONS

Qualified candidates must possession of a bachelor’s degree from an accredited college or university in nursing, social work, psychology, education, counseling, or a related field and six years professional clinical or administrative experience in health services, five of which must have been at the managerial or supervisory level.

Applicants may substitute a master’s or Doctoral degree in a health or human services field for up to two years of the required general experience.  A bachelor’s degree from an accredited college or university in another field plus an additional year of professional experience in health services may be substituted for the specific degree.

DESIRED OR PREFERRED QUALIFICATIONS

The desired applicant will be a LCSW-C and will be experienced in providing treatment for adults and adolescents with Mental Health and Substance Use Disorders.
