Main Purpose of Job

Under the direction of the Director of Marketing & Web Strategies, the Senior Marketing Specialist will utilize excellent writing skills to help coordinate and implement messaging through various channels, including a marketing cloud platform. The position also develops and executes strategies for engagement of Marylanders via online channels, including MarylandHealthConnection.gov, MarylandHBE.com and social media, to align with digital trends. It includes the creation and implementation of consistent messaging to consumers and stakeholders about the availability of health coverage through the state-based health insurance marketplace and the value of health insurance. The position will develop a strong working knowledge of MHBE functions and operations, particularly as they relate to consumer assistance, to effectively manage the integration of a robust digital platform.

POSITION DUTIES

Work with IT and operations to implement segmented, targeted messaging through a marketing cloud, providing integration of messaging from SMS, emails and push notifications.

Coordinate all activities across social channels (such as blog posts, tweets, status updates, pins, photos and videos) including the editorial calendar, post information, graphics, respond to comments, enforce policies, troubleshoot issues and notify leadership of escalating problems. Monitor Maryland Health Connection social media communities and develop strategies to engage with consumers, small businesses, influencers and stakeholders, as well as monitor for sentiment and emerging concerns or issues.

Manage digital paid advertising strategy and content. Create, manage and grow business presence across social media channels, including, but not limited to blogs, Twitter, Facebook, Pinterest, LinkedIn, YouTube and Instagram.

Oversee retargeting campaign for consumers who have had started applications or visited websites.

Provide expert-level, fast response to escalated consumers on MHBE social media channels to troubleshoot enrollment problems. Provide oversight and coordination of consumer assistance on social media channels with call center vendor.

Coordinate with MHBE Policy Team to draft, develop and publish consumer materials (including fact sheets, Frequently Asked Questions and digital content) to make complex health policy information understandable. Draft, review and create communications for consumer targeted outreach efforts (such as plan renewals and annual tax filing), to include mailed letters, email messaging, postcards, online content, social media posts, and FAQs. Liaison with Project Management Office to review and edit enrollment-application changes.

Support outreach efforts to consumers statewide, and assist in building partnerships and grass-roots efforts with community influencers and advocates.

 

MINIMUM QUALIFICATIONS

Education: A Bachelor's degree from an accredited college or university.

Experience: Five years of experience in administrative staff or professional work. One year of this experience must have involved one or more of the following: the supervision of other employees, overseeing and coordinating the general operations of a unit, applying rules and regulations, or exercising responsibility for the development of policies or procedures.

Notes:

1. Additional experience in administrative staff or professional work may be substituted on a year-for-year basis for the required education.

2. Additional graduate level education at an accredited college or university may be substituted at the rate of 30 semester credit hours on a year-for-year basis for the required general experience.

3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned or non-commissioned officer involving staff work related to the administration of rules, regulations, policy, procedures and processes, or overseeing or coordinating unit operations or functioning as a staff assistant to a higher ranking commissioned officer on a year-for-year basis for the required education and experience.

DESIRED OR PREFERRED QUALIFICATIONS

1. Five years of marketing experience.

2. Experience in developing and implementing strategic social media/electronic marketing.

3. Knowledge of AP Style.

 

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.
