Main Purpose of Job

The mission of the Prevention and Health Promotion Administration (PHPA) is to protect, promote and improve the health and well-being of all Marylanders and their families through provision of public health leadership and through community-based public health efforts in partnership with local health departments, providers, community based organizations, and public and private sector agencies, giving special attention to at-risk and vulnerable populations. Within PHPA, the Infectious Disease Prevention and Health Services Bureau works to improve the health of Marylanders by reducing the transmission of infectious diseases and helping impacted persons live longer, healthier lives. The Bureau works in partnership with local health departments, providers, community based organizations, and public and private sector agencies to provide public health leadership in the prevention, control, monitoring and treatment of infectious diseases.

The main purpose of this position is to coordinate a continuous quality improvement system for the Infectious Disease Prevention and Health Services Bureau (IDPHSB) with a specific focus on HIV core medical and support services programs. Specifically, this position will ensure continuous review and improvement in funded programs through coordination of planning and needs assessment activities, response to client satisfaction surveys, and interpretation and application of all applicable funder guidelines and policies. This position will coordinate across all comprehensive site visit activity, learning communities, provider meetings, and internal cross-center initiatives. The Division Chief, CQI, will catalog best practices in funded programs and disseminate those innovations through the state procurement process including management RFPs. In addition, this division will develop and maintain Center standard operating procedures, policy procedure manuals, and will respond to all external RFPs and associate narrative reporting.

The purpose of this position is aligned with the Infectious Disease Prevention and Health Services Bureau's commitment to: implement continuous quality improvement activities; use quality data to assess and monitor programs of care for persons living with HIV/AIDS in Maryland; provide standards of care and monitor providers implementation of the standards; and, provide technical assistance as needed to improve the quality of Ryan White funded and other programs.

MINIMUM QUALIFICATIONS

Education: A Bachelor's degree from an accredited college or university.

Experience: Five years of experience in administrative staff or professional work. One year of this experience must have involved one or more of the following: the supervision of other employees, overseeing and coordinating the general operations of a unit, applying rules and regulations, or exercising responsibility for the development of policies or procedures.

Notes:

1. Additional experience in administrative staff or professional work may be substituted on a year-for-year basis for the required education.

2. Additional graduate level education at an accredited college or university may be substituted at the rate of 30 semester credit hours on a year-for-year basis for the required general experience.

3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work related to the administration of rules, regulations, policy, procedures and processes, or overseeing or coordinating unit operations or functioning as a staff assistant to a higher ranking commissioned officer on a year-for-year basis for the required education and experience.

DESIRED OR PREFERRED QUALIFICATIONS

The successful applicant should have training in continuous quality improvement systems and experience with HIV prevention and health standards for quality management programs.  The successful applicant should also be able to conduct community needs assessment, program planning, and comprehensive site visits according to HHS and MDH standards in order to support continuous quality improvement activities across programs. Experience in the development of request for proposals (RFPs) or state procurement is desirable.

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.

BARGAINING UNIT STATUS

The incumbent in this position is a member of a covered bargaining unit and will be required to pay a bi-weekly service fee to the exclusive representative of the bargaining unit.
