NOTE: While the position is full-time day-shift under day-to-day conditions, it is subject to an on-call rotating schedule according to assignment within the State Emergency Operations Center (SEOC) to attend to all emergencies on a statewide 24/7 basis.

Main Purpose of Job

Assists in the administration and management of Federal grants and supporting programs for which the Maryland Emergency Management Agency (MEMA) is designated the State Administrative Agency. Serves as fiscal and program manager for the Emergency Management Performance Grant (EMPG) exercising oversight at the state and local level of all phases of the EMPG grant life cycle. Works with EMPG program staff to ensure coordination of and compliance with all fiscal and program requirements. Performs duties related to the monitoring the performance and progress of EMPG as well as other federal grant programs. Conducts assistance, monitoring and/or desk top reviews of program and fiscal management at the sub-grantee level for EMPG. Participates in the MEMA budget development process, makes recommendations on budget priorities and allocations, and monitors subsequent budget execution for EMPG. Advises and assists sub-grantees on program requirements and procedures for all EMPG grants. Trains sub-grantees on grant management and reimbursement processes. Assists sub-grantees in completing program requirements. Reviews and updates data bases to document and validate grant program expenditures and performance. Performs duties as Branch Grant Manager in the absence of the incumbent. Performs duties as assigned when the State Emergency Operations Center is activated.

POSITION DUTIES

Duties of this position include, but are not limited to:

  • Schedules, coordinates, and conducts assistance, monitoring and/or desk top reviews and audits to ensure sub-grantee compliance with grant guidelines and state/local policies and procedures for all EMPG grants and other grants as assigned. Provides advice/assistance to regional liaison officers and agency grant program managers on grant program management issues. Reviews expenditure and property records and conducts inventory and expenditure samplings to monitor property accountability and program compliance. Assess sub-grantee compliance with federal environmental protection requirements. Reviews Single Audit reports for findings and exceptions and monitors sub grantee correction of findings by performing audit tests. Prepares reports on grant program executions rates, program effectiveness, and program shortcomings. Makes recommendations to local jurisdictions/state agencies on program best practices. Tracks remedial actions. Advises local jurisdictions, nongovernmental agencies, and state agencies on grant requirements and procedures. Trains sub-grantees, agency personnel, contractors and Program Managers on grant requirements and reimbursement processes.
  • Acts as Fiscal Manager of EMPG. Coordinates all administrative and fiscal requirements associated with the EMPG grant life cycle from application to close-out. Supports the Chief Financial Officer in developing and implementing that portion of the agency budget underwritten by EMPG funds.  Advises/assists EMPG sub-grantees on EMPG fiscal management to include match requirements and GMS data entry. Develops and maintains program databases, coordinates program information flow, and reviews field reports/requests for completeness and sufficiency. Compiles and organizes data, conducts statistical analysis, and prepares recommendations/reports with supporting charts on EMPG state and local programs. Responds to special grants reporting requirements and inquiries from the Governor and Legislative staffs. Supports completion of Federal grant reporting requirements. Completes accounting analysis and reviews. Verifies on an as needed basis the accuracy and completeness of agency EMPG awards and expenditures records. Prepares reports for Chief Financial Officer that are used to support budget development and execution. Reviews financial documents for completeness and accuracy. Reconciles with local jurisdictions and state agencies equipment receipt/payment of program purchases with agency databases.
  • Provides internal agency support by participating in exercises and acting in assigned staff roles during emergencies; complete special projects as assigned. Maintains proficiency in emergency management procedures, policies, and software, e.g., Web EOC/NIMS.
  • Supports other emergency management activities at both on site and deployed locations, This position is designated as EMERGENCY ESSENTIAL PERSONNEL and is subject to call-up as required.   
  • Substitutes for certain duties of other division personnel in their absence.

MINIMUM QUALIFICATIONS

Education: A Bachelor's degree from an accredited college or university.

Experience: Four years of experience in administrative staff or professional work.

Notes:

1. Additional experience in administrative staff or professional work may be substituted on a year-for-year basis for the required education.

2. Additional graduate level education at an accredited college or university may be substituted at the rate of 30 semester credit hours on a year-for-year basis for the required general experience.

3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work related to the administration of rules, regulations, policy, procedures and processes, or overseeing or coordinating unit operations or functioning as a staff assistant to a higher ranking commissioned officer on a year-for-year basis for the required education and experience.

SELECTIVE QUALIFICATIONS

  • 1 year of experience in grants compliance, with a focus on federal grant programs.

DESIRED OR PREFERRED QUALIFICATIONS

Strong preference will be given to applicants that possess the following preferred qualification(s). Include clear and specific information on your application regarding the qualifications.

  • Experience with managing federal grants, including grant monitoring in accordance with the requirements established in 2 CFR.
  • Experience working in a cooperative manner with sub-grantees in order to achieve shared preparedness objectives.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.
