Main Purpose of Job

This position designs, delivers, coordinates, and evaluates employee development training programs and other specialized training designed to address leadership, management, and organizational development needs of the Department of Human Services (DHS).

POSITION DUTIES

Serves as DHS contact for the development, design and implementation of online training modules; works with other administrations within DHS to ensure uniformity of all online training; conducts and coordinates delivery of training programs designed to develop and update targeted employee competencies consistent with identified training needs and DHS's strategic training goals; delivers training at locations statewide on a regular and ongoing basis; maintains a training schedule consistent with DHS's strategic training goals, post of course registration, and reports identified course attendance data after delivery of training; serves as a DHS administrator for The HUB (Statewide Learning Management System); designs and conducts customized training programs and workshops, including both classroom, online training courses, and modules for all levels of DHS staff to meet departmental training needs; provides consultation of needs assessment, design, delivery, and evaluation of training programs to ensure the provision of high quality training programs within the Department; and conducts needs assessments and recommends solutions to managers requesting organizational developmental services to assist in implementing effective change strategies. Assists in delivery of New Employee Orientation and related mandatory training programs to include but are not limited to: Domestic Violence in the Workplace, Sexual Harassment, and Driver Improvement Program; coordinates, verifies, and updates the Human Resource Development and Training Intranet as needed basis to reflect the latest links and add pertinent information; ensures that all course registration announcements are posted on The HUB three weeks prior to the scheduled date of registration course; designs, delivers and evaluates in person live training to DHS and staff of the Local Departments of Social Services consistent with DHS's training strategy and goals; and performs other related duties as assigned.

MINIMUM QUALIFICATIONS

Education: A Bachelor's degree from an accredited college or university.

Experience: Four years of experience in administrative staff or professional work.

Notes:

1. Additional experience in administrative staff or professional work may be substituted on a year-for-year basis for the required education.

2. Additional graduate level education at an accredited college or university may be substituted at the rate of 30 semester credit hours on a year-for-year basis for the required experience.

3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work related to the administration of rules, regulations, policy, procedures and processes, or overseeing or coordinating unit operations or functioning as a staff assistant to a higher ranking commissioned officer on a year-for-year basis for the required education and experience.

SELECTIVE QUALIFICATIONS

One year of the required minimum qualification experience must have been in developing, designing, and launching online training.

DESIRED OR PREFERRED QUALIFICATIONS

The ideal candidate will possess the following:

1. One year of experience using Workday, The HUB, or Financial Management Information System.

2. One year of experience working in a Human Resource Office and/or training department.

3. One year of experience providing customer service to internal and external customers.

4. One year of experience conducting in person live training as part of job requirements. 

5. Experience with 508 compliance in regards to online training and web development.

6. Experience in online training software such as Captivate, Articulate and Storyline.

7. One year of experience in web design utilizing HTML with knowledge of web development languages such as XML, Java, and Visual Basic.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.

BARGAINING UNIT STATUS

The incumbent in this position is a member of a covered bargaining unit and will be required to pay a bi-weekly service fee to the exclusive representative of the bargaining unit.
