Main Purpose of Job

The Office of Controlled Substances Administration (OCSA), formerly the Division of Drug Control, is committed to ensuring the protection of public health and safety. This Administration enforces the Controlled Substances Act by issuing registrations to community healthcare providers and establishments, who are subject to OCSA inspections, to ensure they are in compliance with the Act. This Administration is responsible for developing and enforcing regulations and legislation that ensure the healthcare practitioners, researchers and establishments adhere to Criminal Law and COMAR regulations that focus on the legitimate medical and scientific use of controlled Substances. This position provides professional input and assistance in formulating and reviewing health policy for the Office of Controlled Substances Administration including legislative analysis, preparation of legislative proposals, and regulation development and changes with a specific focus on controlled substance issues. Additionally, this position works on special projects as needed and collaborates with the Director, Deputy Director, Division Chief and Division Unit Heads regarding the appropriate implementation of and revisions to legislation, statues and regulations relative to overall OSCA activities and mandates. Principal functions of the position include: 1.) Providing support for the OSCA Director and support staff through policy analysis, program coordination, document preparation, research and collaboration. 2.) Assisting with and coordinating strategic planning in support of OSCA public health initiatives primarily focused on controlled substances issues. 3.) Developing cases and collaborating with the AAG to review cases to determine eligibility and to formulate criteria for legal action. 4.) Providing administrative and technical assistance in support of the OSCA mission, goals and objectives.

MINIMUM QUALIFICATIONS

Education:    A Bachelor's degree from an accredited college or university.

Experience:  Two years of experience evaluating, analyzing, researching and developing health care services, policies and programs.

NOTES:

1.  A Master's degree in Health Sciences, Health Care Administration, Public Health, Public Policy or closely related field may be substituted for one year of the required experience.

2.  A PhD in Health Sciences, Health Care Administration, Public Health, Public Policy or closely related field may be substituted for the required experience.

DESIRED OR PREFERRED QUALIFICATIONS

The successful applicant should have a thorough knowledge of Maryland and Federal statues, regulations and policies that regulate the prescribing, dispensing, administering, distributing and manufacturing of controlled dangerous substances (CDS) and prescription drugs.  The applicant must also have legal expertise in the areas of public policy and the Maryland State statues and regulations of OCSA's registered practitioners, establishments and researchers.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.

BENEFITS

Contractual employees who work for an agency covered under the State Employee and Retiree Health and Welfare Benefits Program (the Program), have a current employment contract and work 30 or more hours a week (or on average 130 hours per month) may be eligible for subsidized health benefits coverage for themselves and their dependents.  As a contractual employee, you will be responsible for paying 25% of the premiums for your medical and prescription coverage, including any eligible dependents you have enrolled. The State of Maryland will subsidize the remaining 75% of the cost for these benefits. You can also elect to enroll in dental coverage, accidental death and dismemberment insurance, and life insurance, but will be responsible to pay the full premium for these benefits.
