Introduction

The Maryland Department of Labor, Licensing and Regulation, Division of Unemployment Insurance (DUI) is accepting applications from qualified candidates for the position of Administrative Officer III

Main Purpose of Job

Administrative Officer III is administrative work requiring regular use of independent judgment and analysis in applying and interpreting complex administrative plans or policies. Employees in this classification are assigned administrative responsibilities involving the analysis of operational programs or procedures with recommendations for improvements. Employees in this classification may supervise professional, technical or clerical staff.

POSITION DUTIES

Supervise and coordinate the activities of Contributions Specialist Supervisors and Contributions Specialists within the Employer Status Unit. Implement new procedures when needed to improve processes within the unit. Assume management of the Employer Status Unit, in the absence of the Unit's manager. As necessary, attend meetings with Unit Manager, Chief of accounts Maintenance, Director of Contributions, and other personnel for the purpose of implementing new procedures.

MINIMUM QUALIFICATIONS

Education: Possession of a Bachelor's degree from an accredited four-year college or university.

Experience: Three years experience in administrative or professional work.

Notes:

1. Candidates may substitute additional experience in administrative staff or professional work on a year-for-year basis for the required education.

2. Candidates may substitute additional graduate level education at an accredited college or university at the rate of 30 semester credit hours for each year of the required experience.

3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work that included the regular use of independent judgment and analysis in applying and interpreting complex administrative plans, policies, rules or regulations or analysis of operational programs or procedures with recommendations for improvement on a year-for-year basis for the required education and experience.  

Applicants that meet the minimum and selective qualification will be referred to the hiring manager for interview selection. Units will select those candidates most closely demonstrating the qualifications for interview.

SELECTIVE QUALIFICATIONS

At least two (2) years of experience monitoring accuracy of work and the production of work submitted by staff.

LIMITATIONS ON SELECTION

Must be a current Unemployment Insurance employee.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.

SPECIAL REQUIREMENTS

All candidates are subject to a background check against files maintained by the Division of Unemployment Insurance (DLLR/DUI) to determine whether any monies are owed to DLLR/DUI as result of unemployment insurance overpayment/fraud. Any unpaid debt may have an impact on whether or not a candidate is offered employment.

BARGAINING UNIT STATUS

The incumbent in this position is a member of a covered bargaining unit and will be required to pay a bi-weekly service fee to the exclusive representative of the bargaining unit.
