Introduction

This statewide recruitment is being conducted to establish a list of eligible candidates to be used to fill current and future vacancies occurring in the Department of Human Services (DHS) in the Social Services Administration, Family Investment Administration, Child Support Administration and in the Local Departments of Social Services throughout the state.

Main Purpose of Job

A Human Service Specialist IV is the full performance level of staff work in the field of human service program administration. Employees conduct studies and analyses of agency programs, procedures and organizations and makes recommendations to improve system efficiency and operations. Employees specialize in one or more human service program areas, such as program planning or evaluation, child support, child welfare, adult services, family investment, aging, energy assistance, federal compliance, Title IV-E program, or volunteer program administration. Employees may supervise support staff.

POSITION DUTIES

Examples of Work:

Conduct studies and analyses of agency human service programs, procedures, practices and organizations and make recommendations to improve system efficiency and operations; Consults with program heads and administrative officials regarding policies, trends and interpretation of data and program needs; Prepares statistical tables and charts, work-flow charts, staffing patterns and organizational charts; Assists in the administration of a human services program and/or of an operational unit within an agency; Prepares final reports and recommendations for the improvement of the agency or its programs; Assists in the planning and implementation of new or revised procedures, practices and processes; Provides assistance in the formulation and preparation of an agency's budget; May supervise assigned clerical personnel; Performs other related duties.

MINIMUM QUALIFICATIONS

Education: A bachelor’s degree from an accredited college or university.

Experience: Three years of experience in the administration of a human
services program or experience conducting studies and analyses of programs, procedures, practices and organizations.

Notes:

1. Additional professional or technical experience in the administration
of a human services program or experience conducting studies and analyses of programs, procedures, practices and organizations may be substituted on a year-for-year basis for the required education.

2. Education at the graduate level at an accredited college or university in a human services related field may be substituted at the rate of 30 semester hours per year for up to two years of the required experience.

3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Administrative Officer classifications and Administrative Officer specialty codes in the General, Administrative, Clerical, and Officer Services field of work on a year-for-year basis for the required experience and education.

DESIRED OR PREFERRED QUALIFICATIONS

Strong preference will be given to applicants that possess the following preferred qualification(s). Include clear and specific information on your application regarding the qualifications.

1. One year experience working for a human services agency using the principles, theories, practices and/or protocols applicable to one or more human service areas, such as program planning or evaluation, child support, child welfare, adult services, family investment, disability programs, energy assistance, federal compliance, Title IV-E program, or volunteer program administration.

2. One  year of experience providing case management to the vulnerable population working with other Social Work and Human Service professionals.

3. One year of experience in Quality Control processes and procedures and/or analyzing data from various sources to determine causal factors contributing to errors.

4. One year experience in analyzing and determining the impact of State or Federal legislation or reporting to Federal agencies.

5. One year of experience in any of the following:  Microsoft Word, Excel, PowerPoint, CARES,  Child Support Enforcement System (CSES), or the Maryland Child Support Dashboard.

6. One year of customer service experience responding to customer inquiries via written and oral communication.

BARGAINING UNIT STATUS

The incumbent in this position is a member of a covered bargaining unit and will be required to pay a bi-weekly service fee to the exclusive representative of the bargaining unit.
