Main Purpose of Job

This position is responsible for the administration and management of the Federal Work Program requirements and Universal Engagement; monitors and tracks the local departments success in having Temporary Cash Assistance recipients participate in work activities; identifies systematic and individual reasons why participation is not being achieved; and makes recommendations to senior management of possible strategies to ensure an ongoing participation rate of at least 50%.

MINIMUM QUALIFICATIONS

Education: A bachelor’s degree from an accredited college or university.

Experience: Three years of experience in the administration of a human services program or experience conducting studies and analyses of programs, procedures, practices and organizations.

Notes:

1. Additional professional or technical experience in the administration of a human services program or experience conducting studies and analyses of programs, procedures, practices and organizations may be substituted on a year-for-year basis for the required education.

2. Education at the graduate level at an accredited college or university in a human services related field may be substituted at the rate of 30 semester hours per year for up to two years of the required experience.

3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Administrative Officer classifications and Administrative Officer specialty codes in the General, Administrative, Clerical, and Officer Services field of work on a year-for-year basis for the required experience and education.

SELECTIVE QUALIFICATIONS

Applicants must meet the selective qualification(s) to be considered. Include clear and specific information on your application regarding your qualifications.

Candidates must have one year of the required minimum experience must have been working with customers who have received (or are currently receiving) services/ assistance from a Family Investment Program.

LIMITATIONS ON SELECTION

Limited to current employees at the Baltimore County Department of Social Services.

BARGAINING UNIT STATUS

The incumbent in this position is a member of a covered bargaining unit and will be required to pay a bi-weekly service fee to the exclusive representative of the bargaining unit.
