This is a Position Specific-Recruitment for the Frederick County Department of Social Services. The Frederick County Department of Social Services is located in Western Maryland, approximately 50 miles northwest of the Washington DC area, 50 miles west of the Baltimore area.

Main Purpose of Job

The main purpose of this position is to provide and apply expert knowledge of Family Investment Administration (FIA) Programs to the Division. In full collaboration with the Assistant Director, the incumbent will be responsible in the drafting of policies and standard operating procedures (SOP), quality control, monitor and review program performance. This position also works with external customers, such as Department of Human Services (DHS) for changes of programs, Office of the Inspector General (OIG) concerning fraud investigations, Office of Administrative Hearings (OAH) concerning appeals, community partners and the public. This position is also responsible to provide training to new Family Investment Administration staff, refresher training to all Family Investment Administration staff, and training changes in legislation, policies, and SOPs.

POSITION DUTIES

Draft, recommend, and implement policies and standard operating procedures (SOPS). Monitor and review program performance. Provide information to Office of the Inspector General (OIG) investigators. Prepare Agency for Office of Administrative Hearing (OAH) appeals. Training Family Investment Administration staff. Respond to audit inquiries and drafts and implements corrective action plans.

MINIMUM QUALIFICATIONS

Education:  A bachelor’s degree from an accredited college or university.

Experience:  Four years of experience in the administration of a human services program or experience conducting studies and analyses of programs, procedures, practices and organizations.

Notes:

1. Additional professional or technical experience in the administration of a human services program or experience conducting studies and analyses of programs, procedures, practices and organizations may be substituted on a year-for-year basis for the required education.

2. Education at the graduate level at an accredited college or university in a human services related field at may be substituted the rate of 30 semester hours per year for up to two years of the required experience.

3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Administrative Officer classifications or Administrative Officer specialty codes in the General, Administrative, Clerical, and Office Services field of work on a year-for-year basis for the required experience and education.

DESIRED OR PREFERRED QUALIFICATIONS

Strong preference will be given to applicants that possess the following preferred qualification(s). Include clear and specific information on your application regarding the qualifications.

The ideal candidate will possess:

1. One or more years experience related to Family Investment Administration (FIA) Programs.

2. One or more years experience drafting policies & standard operating procedures (SOPs).

3. One or more years experience developing professional training curriculum.

4. One or more years experience training staff on most up-to-date legislation, policies and SOPs related to Family Investment Administration Programs.
